Count Savva Lukich Raguzinsky-Vladislavich ( Serb Sava Vladislaviћ Raguzinsky ; January 16, 1669 , Ragusa [2] [3] - June 17, 1738 , Matoksa Manor, St. Petersburg Province [5] [4] ) - Raguz merchant, who was in Russian diplomatic service. He headed the Russian embassy in China , founded the city of Troitskosavsk , now Kyakhta. Also known as the author of essays on economic topics.

Biography
Belonged to the Serbian noble family from the Raguz republic (hence the nickname "Raguzinsky"). In his youth, he was engaged in trade in France , Spain and Venice .
He began the Russian diplomatic service in Constantinople , where he carried out unofficial instructions from V.V. Golitsin and E.I. Ukraintsev . In 1703, he first visited Moscow [6] ; Peter I issued him a ten-year letter of honor, which granted him the right to free trade in Russia with payment of duties on a par with Russian merchants, a monopoly on the sale of fox fur from the Siberian order for three years, the right to import and export goods from Russia [7] . In 1703-1708 was a secret agent of the Ukrainian hetman I. Mazepa in Turkey.
Settled in Moscow in 1708. He initiated the minting of a bargaining copper coin in Russia [5] . In 1710 he received the rank of court adviser . In 1711 - the representative of Russia in Montenegro and Moldova . He supported the idea of the Prut campaign in order to liberate the Slavs of the Balkan Peninsula from the Turkish yoke.
In the years 1716-1722. as the representative of Peter I held negotiations in Rome and Venice . On the instructions of Peter I, he ordered sculptures for the Summer Garden in Italy , sent Italian specialists to St. Petersburg , as well as tools and instruments for Peter's workshop; received as a present from the pope an antique statue of Venus of Tauride [5] [8] (now stored in the Hermitage ).
In 1725, he was appointed plenipotentiary ambassador of Russia to Qing China , fulfilled his mission with high art, first concluding the Treaty of Burinsky and then the Kyakhta Treaty on its basis. For more details see the article Embassy of Vladislavich .
Upon returning to Petersburg in 1728, he was awarded the Order of St. Alexander Nevsky and promoted to full state councilors [5] . Compiled for the Russian government a detailed note on the Qing Empire . Later he participated in various negotiations and discussions on the problems of Russian-Qing trade.
He died at Matoks Manor and was buried in the Annunciation Church of the Alexander Nevsky Lavra [5] , on the wall of which, in memory of him, a memorial plaque was hung on September 24, 2010 [5] . The first monument to Raguzinsky was erected in June 2011 in Shlisselburg [9] .
