The State Council of the Russian Federation is an unconstitutional deliberative body under the President of the Russian Federation .

Formed by decree of the President of the Russian Federation of September 1, 2000 No. 1602 . The same decree approved the provision on the State Council of the Russian Federation. The State Council considers the pressing political issues of the country; it is not a public authority, since it does not have authority.
Creation
A body with consultative and advisory tasks briefly existed under the President of the RSFSR in 1991 . It was created on July 19, 1991 as the State Council under the President of the RSFSR and under the leadership of the President of the Republic included the Secretary of State of the RSFSR , State Advisers of the RSFSR , a number of ministers and chairmen of state committees [1] . On November 6, 1991, it was abolished by Decree of the President of the RSFSR of 1991 No. 172 [2] , and then partially restored by Decree of February 4, 1993 No. 180 [3] , but its activity was resumed only on September 1, 2000 by Decree No. 1602, confirming the existence of the State Council, without specifying in the name that it is a body under the President of Russia.
The USSR State Council - in 1991, the USSR state authority, included the President of the USSR and the leaders of all union republics. Created on the basis of the law of the USSR of September 5, 1991 No. 2392-I "On the bodies of state power and administration of the USSR during the transitional period." According to this law, the USSR State Council was formed on an inter-republican basis for a coordinated solution of issues of domestic and foreign policy affecting the common interests of the republics. Decisions of the USSR State Council were binding.
Subsequently, projects to create the State Council were developed by Sergei Shakhrai ( 1995 ) and Anatoly Chubais ( 1996 - 1997 ). The idea of creating a State Council was again in demand in 2000 after Russian President Vladimir Putin introduced the draft law on a new procedure for forming the Federation Council to the State Duma on May 19.
In the process of discussing the bill in both houses of parliament, members of the Federation Council turned to the president with a request to create the State Council - a body that could take on part of the work related to the problems of Russian regions. On July 26, 2000, the Law on the Procedure for Forming the Council of the Federation was adopted. On July 27, 2000, V.V. Putin signed an order in which he approved the proposal of senior officials of the Federation to create the State Council of Russia.
The State Council of Russia was established on September 1, 2000 in accordance with the Decree of the President of the Russian Federation V.V. Putin. The decree approved the provision on the State Council of Russia. In accordance with the provision, the State Council is an advisory body that promotes the implementation of the powers of the head of state on ensuring the coordinated functioning and interaction of state authorities. The State Council in its activities is guided by the Constitution, federal constitutional laws, federal laws, decrees and orders of the president.
The first meeting was held on November 22, 2000. The agenda of the meeting is “On the state development strategy for the period until 2010 ”. Opening the meeting, Russian President Vladimir Putin said that the State Council should become a strategic political body, and this is a cardinal difference between this structure and other state bodies.
Key Tasks and Workflow
The main tasks and the work procedure of the State Council are determined by the Regulation on the State Council of the Russian Federation, approved by decree of the President of the Russian Federation of September 1, 2000 No. 1602 in the latest edition.
Key Tasks
- The Russian Federation on issues of ensuring the coordinated functioning and interaction of state authorities; discussing issues of special state significance relating to the relations between the Russian Federation and the subjects of the Russian Federation, the most important issues of state building and strengthening the foundations of federalism, making the necessary proposals to the President of the Russian Federation;
- discussion of issues relating to the implementation (compliance) by federal state authorities, state authorities of the constituent entities of the Russian Federation, local governments, their officials with the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation Federation, and making appropriate proposals to the President of the Russian Federation;
- assistance to the President of the Russian Federation when he uses conciliation procedures to resolve disagreements between state authorities of the Russian Federation and state authorities of the constituent entities of the Russian Federation, as well as between state authorities of constituent entities of the Russian Federation;
- consideration at the proposal of the President of the Russian Federation of draft federal laws and decrees of the President of the Russian Federation of national importance;
- discussion of the draft federal law on the federal budget;
- discussion of information from the Government of the Russian Federation on the progress in the implementation of the federal budget;
- discussion of the main issues of personnel policy in the Russian Federation;
- discussion on the proposal of the President of the Russian Federation of other issues of important state significance.
Workflow
State Council meetings are held regularly, as a rule, at least three times a year. By decision of the Chairman of the State Council, extraordinary meetings of the State Council may be held.
- A meeting of the State Council is competent if it is attended by a majority of the total number of members of the State Council.
- State Council meetings are usually held in the Moscow Kremlin.
- Decisions of the Council of State are taken at its meeting through discussion. By decision of the Chairman of the Council of State, voting may be held on any item on the agenda. The Chairman of the Council of State shall also have the right to establish the decision-making procedure on issues of special state significance by reaching consensus.
- Decisions of the State Council are drawn up in a protocol signed by the Secretary of the State Council.
- If necessary, decisions of the State Council are formalized by decrees, orders or instructions of the President of the Russian Federation.
- If a decision is made on the need to adopt a federal constitutional law, a federal law or amend them, amend the draft federal constitutional law or federal law, a draft of the relevant act shall be submitted to the State Duma of the Federal Assembly of the Russian Federation in accordance with the legislative initiative of the President of the Russian Federation.
Structure
Chair
The Chairman of the Council of State is the President of the Russian Federation.
Members

Until 2012, only the highest officials (heads of the highest executive bodies of state power) of the constituent entities of the Russian Federation were ex officio members of the State Council.
By decision of the President of the Russian Federation, the State Council may include persons who have held the posts of senior officials (heads of the highest executive bodies of state power) of the constituent entities of the Russian Federation and have extensive experience in public (state and public) activities.
The President exercised this right only once: by presidential decree of January 29, 2001 No. 49-rp, the former governor of the Tyumen region Leonid Roketskiy was included in the State Council (this decree was invalidated by decree of the President of the Russian Federation of July 21, 2007 No. 403-rp).
On July 11, 2012, the President of the Russian Federation established that the members of the Council are:
- Chairman of the Council of the Federation of the Federal Assembly of the Russian Federation;
- Chairman of the State Duma of the Federal Assembly of the Russian Federation;
- top officials (heads of the highest executive bodies of state power) of the constituent entities of the Russian Federation;
- leaders of factions in the State Duma of the Federal Assembly of the Russian Federation [4] .
On August 10, 2012, Vladimir Putin signed the Decree “On Amending the Regulation on the State Council of the Russian Federation, approved by Decree of the President of the Russian Federation of September 1, 2000 No. 1602, and on invalidating clause 3 of the Decree of the President of the Russian Federation of June 23, 2008 . No. 992 ”, in accordance with which, plenipotentiaries of the President of the Russian Federation in the federal districts became members of the State Council [5] [6] .
Bureau
To solve operational issues, the Presidium of the State Council is formed of 8 members (one representative from each federal district ). The staff of the Presidium, which is subject to rotation once every six months, is determined by the President of the Russian Federation.
The practice of joint meetings of the Presidium of the State Council and the Security Council of the Russian Federation has been established .

- Kondratiev Veniamin Ivanovich - head of administration (governor) of the Krasnodar Territory .
- Moor Alexander Viktorovich - Governor of the Tyumen region .
- Nosov Sergey Konstantinovich - Governor of the Magadan Region .
- Travnikov Andrei Alexandrovich - Governor of the Novosibirsk Region .
Advisory Commission
By decree of the President of the Russian Federation dated February 23, 2007 No. 241, an advisory commission of the State Council was formed to provide advisory assistance to members of the State Council and the presidium of the State Council. The members of the advisory commission are appointed by the President of the Russian Federation from among the heads of the constituent entities of the Russian Federation with expired powers.
Members of the advisory commission are not members of the Council of State.

Secretary
Responsibilities of the Secretary of State Council:
- ensures preparation of a draft plan of work of the State Council, draws up draft agendas for its meetings, organizes the preparation of materials for meetings of the State Council, as well as draft relevant decisions;
- informs the members of the State Council about the place, time and agenda of the next meeting of the State Council, provides them with the necessary materials;
- Signs the minutes of meetings of the State Council;
- is responsible for ensuring the activities of the State Council;
- organizes the work of the advisory commission of the State Council and ensures the activities of standing and temporary commissions and working groups created by the State Council, the Presidium of the State Council;
- fulfills other instructions of the chairman of the Council of State.
The Secretary of the Council of State is not a member of it.
By order of the President of the Russian Federation of September 1, 2000 No. 386-rp, the duties of Secretary of the State Council were entrusted to the deputy head of the Presidential Administration of the Russian Federation, Abramov Alexander Sergeyevich (ceased to be in force by order of the President of the Russian Federation of April 2, 2004, No. 134-rp).
By presidential decree of April 2, 2004 No. 134-rp, the duties of the Secretary of the State Council were again assigned to the assistant to the president of the Russian Federation, Abramov, Alexander Sergeyevich.
By order of the President of the Russian Federation dated June 30, 2012 No. 289-rp, the 2004 decision on the appointment of Abramov was declared null and void.
As of early May 2015, the Secretary of State Council was Igor Levitin , Assistant to the President of the Russian Federation.
