Biography

Evgeny Savchenko was born on April 8, 1950.

Parents come from Sumy region . Father, Stepan Semenovich, went through the entire Great Patriotic War as an artilleryman. I met the victory in Koenigsberg with the rank of foreman. He served under the command of Marshal Rokossovsky . He was awarded three orders of the Red Star , two medals "For Courage" . After the war, he worked in agriculture, was chairman of the collective farm named after the 12th anniversary of the October Revolution, then secretary of the party committee of the united collective farm of the special farm named after Sverdlov. Mother, Ulyana Filippovna, is a housewife [4] . The youngest of three sons.

He graduated from the Geological Exploration College in the city of Stary Oskol [5] . Specialization - search and exploration of uranium deposits.

After graduating from college, he served in Yaroslavl in the Air Defense Forces (75th anti-aircraft missile system). He received the rank of junior sergeant, rose to the rank of commander.

1976 - graduated from the Agronomy Department of the Moscow Agricultural Academy. K.A. Timiryazev . Specialization - field cultivation.

After graduation, he worked at agricultural enterprises of the Belgorod region. He was the chief agronomist of the Rakityan collective farm , the head of the Rakityan district department of agriculture, the director of the elite seed-growing state farm.

Since 1980 - at the liberated party and Soviet work. Climbing the party ladder, he worked first in district and then in regional party bodies.

In 1980 he was appointed First Deputy Chairman of the Executive Committee of the Rakityansky District Council of the Belgorod Region.

Since 1985 - the first secretary of the Shebekinsky city committee of the CPSU of the Belgorod region, then - instructor of the Central Committee of the CPSU .

In 1988 he graduated from the Rostov Higher School of Economics .

In 1989, he was elected deputy chairman of the executive committee of the Belgorod Regional Council of People's Deputies.

From 1990 to 1993, he was a consultant to the Ministry of Agriculture and Food of the RSFSR (RF), general director of the Russian Seeds firm, deputy head of the General Directorate of Plant Production of the RF Ministry of Agriculture and Food.

From 1996 to 2002, a member of the Federation Council , chairman of the Federation Council Committee on Agricultural Policy.

In 2001, he defended his thesis "Economic Regulation of Agricultural Production: Issues of Theory and Practice" for the degree of Doctor of Economics in the specialty "Economics and Management of the National Economy" [6] .

Governor of the Belgorod Region

Destination. First Term (1993-1995)

On October 11, 1993, after the dispersal of the Supreme Council of Russia with the wording “for the systematic failure to comply with presidential decrees and government decrees, as well as for committing actions aimed at non-compliance with presidential decree No. 1400”, the former head of the administration Viktor Ivanovich Berestovoy was dismissed [7] . President Boris Yeltsin appointed Savchenko the acting head of the administration of the Belgorod region, and on December 18 approved him in this position.

July 12, 1994 decided to "streamline" the export of products from the region in order to saturate them with the domestic regional market to limit trade in imported goods.

First Elections (1995-1999)

December 17, 1995 in the Belgorod region held the election of the head of administration. The current head, Yevgeny Savchenko, went to the polls from the electoral bloc Our Home Russia . Second Election (1999-2003)

In the gubernatorial elections in the Belgorod Region on May 30, 1999, Savchenko received 53.4% ​​of the vote. In second place was the Auditor of the Audit Chamber, Mikhail Beskhmelnitsin, who gained 19.7%, and in third place was Vladimir Zhirinovsky , who gained 17.4%. [8]

In December 1999, Evgeny Savchenko signed Decree No. 710 “On measures for the economic recovery of insolvent agricultural enterprises”, which marked the beginning of the integration of the agricultural complex. Belgorod Oblast was one of the first in the country to adopt a law on investments. Large agricultural holdings were created, which in 2000-2003 invested more than 20 billion rubles in agricultural production. The number of unprofitable farms decreased almost twice, and the average profitability in the industry increased. [9]

Third Election (2003-2007)

In May 2003, he was again elected Governor of the Belgorod Region, gaining 61.2% of the vote. The second place was taken by the communist Vasily Altukhov - 21.9%.

In September 2003, Savchenko was included in the federal list of the United Russia party No. 2 in the regional Western group to participate in the elections to the State Duma of the fourth convocation .

December 7, 2003, elected to the State Duma, but refused the mandate.

Appointment (2007-2012)

At the end of May 2007, Evgeny Savchenko raised the question of trust before Russian President Vladimir Putin ahead of schedule. The term of office of the governor expired only in May 2008 [10] . On June 6, Vladimir Putin submitted Savchenko’s candidacy for governor for approval by the Belgorod Regional Duma [11] . On June 16, Savchenko was re-approved in office - the deputies of the Belgorod Regional Duma gave him the authority of the head of the region by a majority of votes. The inauguration ceremony was held immediately after the approval process. The head of the region took the oath on the charter of the region, vowing to faithfully serve the people, to comply with the Constitution of the Russian Federation, the charter of the region, federal and local laws. After that, the chairman of the Belgorod Regional Duma presented Evgeny Savchenko with a memorial sign of the governor [12] .

On June 16, 2012, in connection with the end of his duties, Russian President Vladimir Putin appointed Yevgeny Savchenko the acting governor of the Belgorod Region until the election of a new head of the region. The decree entered into force on June 17, 2012. [13]

Fourth Election (2012–2017)

According to the results of the election of the Governor of the Belgorod Region on October 14, 2012, E. S. Savchenko was supported by 554,337 voters [14] . For Irina Gorkova (LDPR), 88,753 voters cast their votes. 29390 voters supported Alexander Zapryagailo (Patriots of Russia). Candidate Alexander Kushnaryov (Just Cause) received the votes of 25677 voters.

Evgeny Savchenko ranks third in the ranking of governors' performance presented by the Civil Society Development Fund on June 9, 2015 and October 15, 2015 [15] [16] .

Fifth Election (2017–2022)

In February 2017, Yevgeny Savchenko denied rumors of an imminent resignation and expressed his intention to run for the next term.

According to the results of the election of the Governor of the Belgorod Region on September 10, 2017, E. S. Savchenko was supported by 466 971 voters. For Stanislav Panov (Communist Party) 107 504 voters voted; Konstantin Klimoshevsky (LDPR) was supported by 54,842 voters; Eduard Chausov (Veterans of Russia) was supported by 28,707 voters.
