History
The province was formed on April 1, 1920 from the Bryansk , Karachevsky , Sevsky and Trubchevsky districts of the Oryol province and the Zhizdrinsky district of the Kaluga province . In fact, since 1919, the Bryansk district executive committee was given the authority of the provincial executive committee (in relation to the Bryansk, Karachevsky, Sevsky and Trubchevsky districts).
In 1921 , in connection with the assignment of provincial functions to Bryansk and the transfer of county-level institutions to Bezhitsa , the Bryansk district was renamed Bezhitsky . In 1923 , the Pochep district , which had previously been part of the Gomel province , was included in the Bryansk province ; in 1924, Trubchevsky Uyezd was disbanded, and its territory was divided between Pochepsky, Sevsky and Bryansk counties. After another 2 years, in December 1926, Klintsovsky , Novozybkovsky and Starodubsky counties were transferred from the disbanded Gomel province to the Bryansk province.
The Decree of the Presidium of the All-Russian Central Executive Committee “On the Formation of Administrative and Territorial Associations of Regional and Regional Significance in the RSFSR” dated January 14, 1929 from October 1, 1929, the Bryansk province was abolished and the Western Region was formed with its center in the city of Smolensk , consisting of, as the main massif, the following administrative-territorial units: Smolensk , Bryansk and Kaluga provinces, Rzhevsky district, southern Ostashkovsky district and volosts of Tysyatsky and Borkovsky, Novotorzhsky district of the Tver province [2] .

In Starodubsky district, the enlargement of volosts was completed only in June 1928 ; at the same time, the Chausovsky volost (included in the Kisterskaya ) and the Yudinovsky volost (included in the Pogarskaya ) were abolished.
