Paul Jean-Marie Ryuter ( Luxemburg. Paul Jean Marie Reuter ; February 12, 1911 , Metz - April 30, 1990 ) is a French - Luxembourg lawyer.

He studied law at the University of Nancy, taught there, then in Poitiers and Aix-en-Provence .
After the Second World War, he was Head of the Office of the Minister of War of France Pierre-Henri Tetzhan and Assistant Minister of Foreign Affairs Robert Schumann , collaborated with the newspaper Le Monde . He was one of the developers of the agreement on the creation of the European Coal and Steel Community and signed this agreement from Luxembourg. In 1953 he published a book about this international organization ( fr. La Communauté Européenne du Charbon et de l'Acier , foreword of Schumann).
In 1951 , he returned to the University of Aix-en-Provence as a professor of jurisprudence and law. His most significant work is the monograph “Introduction to the Law of International Treaties” ( Fr. Introduction au Droit des Traités ). In 1981 he was awarded the Balzan Prize for merits in the field of international law.
In 1983 , he established a foundation awarding the Paul Reiter Prize for research in international humanitarian law.
