Established by decree of the Presidium of the Supreme Soviet of the USSR of September 30, 1977. Partial changes to the Regulations on the medal were made by the Decree of the Presidium of the Supreme Soviet of the USSR of July 18, 1980.
The author of the picture of the medal is the artist Lukyanov Yury Alexandrovich.

Medal Regulations
The Medal "For the Transformation of the Nonchernozem Region of the RSFSR" is awarded to workers, collective farmers and employees for the hard work of implementing the long-term agricultural development program of the Non-Black Earth Zone of the RSFSR, which, as a rule, have worked for at least three years in state farms, collective farms, enterprises and organizations and institutions whose activities are directly related to the transformation of the Black Earth.
The award of the medal "For the transformation of the Non-Chernozem Region of the RSFSR" is made on behalf of the Presidium of the Supreme Soviet of the USSR by the Presidium of the Supreme Soviet of the RSFSR.
Petitions for awarding the medal "For the Transformation of the Nonchernozem Region of the RSFSR" are filed by the administration of enterprises, institutions, organizations, collective farm boards, party, trade union and Komsomol organizations of labor collectives and are sent to the executive committee of the district, city council of people's deputies.
The executive committee of the district, city council of people's deputies considers the received petitions and sends them accordingly to the executive committee of the regional council of people's deputies, the Presidium of the Supreme Council of the autonomous republic, which decide on the petitions and enter with the presentation on awarding a medal to the Presidium of the Supreme Soviet of the RSFSR.
The Medal "For the Transformation of the Nonchernozem Region of the RSFSR" is worn on the left side of the chest and is located after the medal "For the construction of the Baikal-Amur Mainline" [1] .
Medal Description
The Medal "For the Transformation of the Nonchernozem Region of the RSFSR" is made of a tombac and has the shape of a regular circle with a diameter of 32 mm.
The front side of the medal depicts a tractor and a plowed field. To the left of the edge of the field is a cattle-breeding complex, an elevator and a pylon of the power lines, on the horizon there is a forest belt and a rising sun. The inscription “For the transformation of the Nonchernozem region of the RSFSR” is placed in the lower part of the medal, in the upper part there is an image of a wheat ear. The obverse of a medal is edged by a side.
On the reverse side of the medal, in the center, there is an image of a sickle and hammer with woven wheat ears, in the upper part there is a five-pointed asterisk with diverging rays.
All inscriptions and images on the medal are convex.
The medal with the aid of the ear and the ring is connected to a pentagonal block covered with a 24 mm wide silk moire ribbon with light green stripes on the edges 7 mm wide and a blue strip in the middle 6 mm wide. The edges of the tape are edged with light yellow stripes 2 mm wide each [1] .
