Family and Education

Born in the family of Baron Emanuel Yulievich Nolde and his first wife Maria Vasilyevna Ekimova. Graduate of the First St. Petersburg Classical Gymnasium (graduated in 1894 with a gold medal). He graduated from the law faculty of St. Petersburg University ( 1899 ). Student of professor F.F. Martens , the largest Russian international lawyer. In 1899-1901 he was left to prepare for a professorship at the university in the department of international law. Master of International Law ( 1905 ; dissertation topic: “Permanently Neutral State: Legal Research”).

Lawyer and Diplomat

  • In 1903 - 1919 - an extraordinary professor of international law of the St. Petersburg Polytechnic University.
  • In 1905-1908 - teacher of international law at the St. Petersburg Higher Women's Courses .
  • In 1908 - 1917 - professor of international law at the St. Petersburg Higher Women's Courses.
  • In 1908-1917 - teacher of the encyclopedia of law of the Alexander Lyceum .
  • In 1907 - 1914 - legal adviser of the Ministry of Foreign Affairs (MFA).
  • In 1914-1916 - Director of the legal section of the Ministry of Foreign Affairs.
  • In 1916-1917 - Director of the 2nd Department of the Ministry of Foreign Affairs.

Participant in the Second Peace Conference in The Hague in 1907, the London Maritime Conference (1908-1909), conferences on the Svalbard issue (1910-1912), and the Paris Balkan Finance Commission (1913). He was a member of the Institute of International Law and the Permanent Court of Arbitration in The Hague.

Theorist of international law (problems of international general and international private law), historian of Russian diplomacy, specialist in the field of Russian state law. Supporter of the positivist school in international law. He published scientific works in many publications, such as: “ Law ”, “ Journal of the Ministry of Justice ”, “ Bulletin of Europe ”, “News of the St. Petersburg Polytechnic Institute”, “Bulletin of the Law”, “ Bulletin of Civil Law ”. Nolde was a scientist, as they say, - by God's grace. He was a first-class lawyer, had a keen analytical mind, vast knowledge, lively interest and "taste" in the problems of law. And he wrote in an excellent, simple, concise and precise, elegant language.

Politician

Adhered to liberal political views, participated in the activities of the Constitutional Democratic Party (Party of People's Freedom). During the February Revolution of 1917, he participated in the preparation of the manifesto of Grand Duke Mikhail Alexandrovich on abdication and transfer of all power before the convening of the Constituent Assembly to the Provisional Government.

In March-May 1917 he held the post of Comrade Minister of Foreign Affairs (under the Minister P.N. Milyukov ). He was a member of the Legal Meeting of the Provisional Government and the Special Meeting on the Drafting of the Law on Elections to the Constituent Assembly. In October 1917 he became a member of the Provisional Council of the Russian Republic (Pre-Parliament).

During the negotiations in Brest, he offered the Soviet government his services in the negotiations. At that time, Nolde believed that the international political program of the Bolsheviks was the only one corresponding to the true state of affairs [2] .

In the spring of 1918 he joined the Right Center anti-Bolshevik organization, during this period he became disillusioned with cooperation with the Entente countries and began to adhere to the German orientation. He turned out to be a minority in the cadet party. Until the spring of 1919 , he lectured at the Department of International Law at the University of Petrograd and at the Maritime Academy.

Emigrant

In the summer of 1919 he emigrated to Finland , in the fall participated in negotiations with the Finnish government on behalf of the government of A.V. Kolchak . Then he moved to Paris , since 1920 he was a member of the Paris group of the Cadet Party. He was one of the organizers of the Russian branch at the Sorbonne , dean of the Russian Law Faculty at the Institute of Slavic Studies (Paris), co-editor of the journal "Law and Economics" ( 1925 ). Chairman of the Main Directorate of the Russian Red Cross (Paris), the Law Society in Paris, member of the Central Bureau of the Committee of Congresses of Russian Lawyers Abroad.

He taught at foreign higher military scientific courses in Paris, at universities in France , Belgium , Holland , published articles, textbooks, monographs in Russian, German, French and English. He was engaged in both legal and historical research (in particular, the author of the book on the Slavophile Yuri Samarin ).

During the Second World War he lived in France, held an anti-Nazi position, and was awarded the Legion of Honor for his services during this period. Since 1947 he was chairman of the Institute of International Law.
