Oscar Stark was born on August 16 (29), 1846 in the Grand Duchy of Finland.

He graduated from the Naval Cadet Corps (1864), participated in many long voyages.

He commanded the schooner " Vostok " (1874-1877), gunboats " Ermine " (1878-1886) and " Sivuch " (1886-1889), the cruiser " Vladimir Monomakh " (1891-1892), the battleship of the coastal defense " Firstborn " (1893 —1896).

The junior flagship of the Pacific Squadron from April 11, 1898 to October 7, 1902, the commander of Port Arthur from May 1, 1898 to October 7, 1902, after which he was appointed Chief of the Pacific Squadron [1] .
