Biography

He graduated from the Naval Cadet Corps ( 1887 ), the Naval Training and Rifle Command ( 1889 ), and the Mikhailovsky Artillery Academy ( 1895 ). Since 1889, the assistant chief of the Naval Training and Rifle Team .

Since 1895 - an employee of the Obukhov Steel Plant . The designer of a number of guns (in particular, for the 47-mm gun Hotchkiss ). Admiralty lieutenant colonel for distinction (April 6, 1903 ).

On a personal offer, with the permission of the manager of the Ministry of the Sea, together with the 4 artisans, he was sent to Port Arthur on February 1, 1904 , where he arrived on February 21. He actively participated in the restoration of damaged ships and guns (both naval and military departments). Appointed 2nd flagship artilleryman of the governor's headquarters (12.05). By order of V.K. Vitgeft, on the destroyer Resolute, on July 28, 1904 he was sent with secret documents to Chifu , after which he was supposed to follow to Vladivostok .

In Harbin, he met with E. I. Alekseev , who instructed him to inspect the artillery of the Vladivostok fortress and the Cruiser detachment ; upon fulfillment of the order, he was released to the factory “due to the extreme weakness resulting from fatigue”. He was awarded the Order of St. Vladimir of the 4th degree with swords and bow (07.26.1904) and the rank of colonel (04.10.1904). Member of the Board of the Obukhov Steel Plant ( 1906 - 1907 ). Head of the Obukhov plant (November 12, 1907 - October 25, 1912 ). Advisory member of the commission of naval artillery experiments (from April 10, 1906), the artillery committee of the Main Artillery Directorate (from February 27, 1908). Dismissed by illness October 25, 1912.

Having left public service, Meller becomes a prominent figure in the business world: he is a member of the board of joint-stock companies managed by the Russian-Asian Bank (whose director was A. I. Putilov, the namesake of the creator of the Putilov factories) - Putilovsky, Nevsky, Russian and Russian-Baltic .

Meller (together with K.K. Rakusa-Suschevsky ) became one of the founders of the Russian Joint-Stock Company of Optical and Mechanical Production (RAOOMP) created in 1913 , and remained a member of the board of the company until 1917.

It is known that after 1917, Meller was co-director of the Schneider-Crezo company in Paris for some time.
