In 1852, a convention of American farmers was held in Washington, which gathered about 152 representatives from 23 states. At the congress, it was decided to establish the Central Agricultural Society - the “National Chamber of Agriculture”. On May 15, 1862, the highest governmental agricultural body was established with the rights of a ministry - the Department of Agriculture. The first leader was Isaac Newton .

The Department of Agriculture was entrusted with the dissemination of economic statistics on agriculture, the provision of "cultural owners" of data leading to the resolution of practical issues in different sectors of the economy, the creation of new and improved plant varieties. His staff was insignificant and included the Commissioner of Agriculture, statistics, an entomologist, a chemist and a botanist. A department of natural history, a laboratory, an experimental garden and a farm were opened at the Department ^[2] .

The United States Department of Agriculture was founded in 1889 , the ministry’s budget is $ 94 billion (2006), the number of employees is 106 thousand (2007). The functions of the ministry include the implementation of agriculture and food policy, including food security, rural development, financing of agricultural research.
