Biography

He graduated from the Moscow State Institute of Foreign Affairs of the USSR in 1971.

From 1973 he worked in various positions in the central office of the Ministry of Foreign Affairs of the USSR and the Ministry of Foreign Affairs of Russia and in Russia 's diplomatic missions in other countries of the world. He speaks English and Chinese.
