Biography
Born on September 6, 1934 in the city of Barnaul .
He graduated from the Semipalatinsk Geological Prospecting College. In 1953 - 1956 - worked as a geologist in Tajikistan and Western Siberia.
In 1961 he graduated from the Moscow State Institute of International Relations . After graduation, he worked for 4 years in the central office of the First Main Directorate of the KGB of the USSR . Then he was sent to Uruguay, from where he was deported with a group of Soviet intelligence [1] .
Since 1970, he worked at the International Investment Bank for 2 years full time, then 11 years as a consultant. He graduated in absentia from the graduate school of the Moscow Financial Institute , defended his thesis on the topic “International Regional Banks”.
In 1973 - 1980 - An employee of the Institute of World Economy and International Relations , USSR Academy of Sciences. He defended his doctoral dissertation on the topic "Problems of credit money under capitalism."
From 1980 to 1988 - professor at the All-Union Academy of Foreign Trade .
In 1988-1990 - Leading Researcher, Institute of the USA and Canada, USSR Academy of Sciences .
On August 7, 1990, he was appointed Acting Chairman of the Board of the Bank of the State Bank of the RSFSR on the recommendation of R. I. Khasbulatov , who had previously assisted in the preparation of a number of economic bills. December 25, 1990 was appointed chairman of the Central Bank of the RSFSR [2] . The main achievement in this post was the creation of a two-tier banking system in Russia, when there is a Central Bank responsible for monetary policy and regulation of the banking sector, and commercial banks .
On December 20, 1991, the State Bank of the USSR was abolished, the functions of the issuing center, the authority for monetary regulation and management of commercial banks were transferred to the Central Bank of the RSFSR [3] .
On June 16, 1992, he was relieved of his post as chairman of the Central Bank.
After the resignation, he held leading positions in the banks “Gorny Altai”, “Noosphere”, Sobinbank , “Dialog-Optim”.
