Biography
Born on March 29, 1939 in the village of Rybkino, Novosergievsky District, Orenburg Region . Russian nationality.
Education
He graduated from the Chkalovsky College of Agricultural Mechanization and Electrification (now the Orenburg College of Agricultural Mechanization) in 1957 , the Orenburg Agricultural Institute with a degree in mechanical engineering in 1962, and the Academy of Social Sciences under the Central Committee of the CPSU in 1987 .
Labor and Political Activities
- 1962 - 1965 - Head of the repair shops of the state farm "Soviet" of the Orenburg region.
- 1965-1973 - chief mechanical engineer, head of the Akbulaksky regional production department of agriculture.
- Since March 1973 - at party work, was the first secretary of the Akbulak district committee of the CPSU .
- 1978 - 1982 - Head of the Orenburg Regional Department of Agriculture, First Deputy Chairman of the Council of the Regional Agroprom.
- In March 1983 he was elected a member of the regional committee bureau.
- 1983-1991 - Secretary, Second Secretary of the Orenburg Regional Committee of the CPSU.
- In 1990, he was elected People's Deputy of the RSFSR, a member of the Council of the Republic of the Supreme Council of the RSFSR, was a member, then Chairman of the Committee on Social Development of the Village, Agrarian Issues and Food, was a member of the Agrarian Union faction and the opposition bloc Russian Unity. After the dissolution of parliament in the fall of 1993, he was appointed to the post of First Deputy Minister of Agriculture of the Russian Federation.
- In December 1993, he was elected to the State Duma of the Federal Assembly of the Russian Federation of the first convocation , was chairman of the Committee on Agricultural Issues.
- 1995 - 1999 - Member of the State Duma of the 2nd convocation , member of the Agrarian Deputy Group, Chairman of the Committee on Agricultural Issues.
- In the 1999 elections of the governor of the Orenburg region he took second place in the first round on December 19 and won in the second round on December 26 , gaining 53% of the vote.
- Since January 2000, ex officio, he was a member of the Federation Council of the Federal Assembly of the Russian Federation, was a member of the Committee on Agricultural Policy.
- In December 2001, he resigned as a member of the Federation Council in connection with the appointment of a representative from the administration of the Orenburg Region in accordance with the new procedure for the formation of the upper house of the Russian parliament.
- On December 7, 2003, he was elected Governor of the Orenburg Region for the second time, gaining 63.46% of the votes cast (the second place went to the representative of the Union of Right Forces , State Duma deputy Oleg Naumov - a little more than 10% of the vote).
- On June 15, 2005, the Legislative Assembly of the Orenburg Region was vested with the authority of the head of administration for another term (41 deputies voted for the nomination of A. Chernyshev, nominated by the President of the Russian Federation V. Putin , one abstained).
- On June 15, 2010, he transferred the powers of the Governor of the Orenbug Region to Yuri Berg [1] .
- On June 17, 2010, Yuri Berg announced that he was preparing the appointment of Alexei Chernyshev as the representative of the region’s government on the Federation Council [2] . In September 2014, he left office due to the expiration of his term of office.
The author of more than 100 published works on the problems of agricultural policy. In May 2002, he was elected secretary of the Presidium of the Central Council of the Russian Agrarian Movement (RAD), established on May 25, 2002.
