Pavel Konstantinovich Kugelgen ( German: Paul von Kügelgen ; April 22, 1843 , Estonia - October 18, 1904 , St. Petersburg ) - Russian-German journalist.

Studied at the University of Dorpat; was editor of Revalsche Zeitung, then Nordische Presse. In 1874, Kugelgen was approved by the editor of St. Petersburger Zeitung ”, and from 1879 became its editor and publisher. He lectured in the German language and literature in pedagogical courses. He translated the works of Count D. A. Tolstoy: “Ein Blick auf das Unterrichtswesen Russlands im XVIII Jahrhundert bis 1782” (St. Petersburg, 1884 ); "Das academische Gymnasium und die academische Universität im XVIII Jahrhundert" (St. Petersburg, 1886 ); "Die Bürgerschulen während der Regierung der Kaiserin Katharina II" (St. Petersburg, 1887 ).
He was buried at the Smolensk Lutheran cemetery in St. Petersburg [1] .
