Biography
José de Galves began his career as a lawyer at the French Embassy in Madrid and secretary of the Marquis Jeronimo Grimaldi during the Family Pact , which has been in force since 1761 . Soon, Charles III appointed Jose de Galvez as state inspector with the order to oversee Joaquin de Montserrat, who at that time was the vice-king of New Spain .
The reduction in tax revenues from this colony caused the court to distrust the Viceroy and in 1764, José de Galvez received unlimited powers in New Spain. He introduced a monopoly on tobacco and imposed new taxes on the trade in flour and alcohol. Under him, measures were taken to combat smuggling at the customs in Veracruz and Acapulco . Treasuries were formed on the ground. These reforms served to increase treasury revenue from 6 million pesos in 1763 to 12 million pesos in 1773.
However, the subsequent army reforms of Jose de Galvez did not gain the approval of the king, who appointed a new viceroy and instructed Galves to expel the Jesuits from the colony and the seizure of property belonging to the order.
