George was the son of Theodore Svyatoslav and Euphrosyne, named after his grandfather George I Terter .
After the death of his father in 1322, George became the new king and began to actively participate in the civil war in the Byzantine Empire , where the throne was disputed between Andronic II Paleolog and his grandson Andronic III Paleolog . Taking advantage of the situation, George II Terter invaded Byzantine Thrace and almost without any resistance captured the poorly guarded large city of Philippopol (Plovdiv) and some of its surroundings in 1322.
The Bulgarian garrison, numbering 2 thousand infantry and a thousand cavalry, was entrusted to the military commander Ivan Rusin, while the court writer awarded George the title of "holder of the Bulgarian and Greek scepter." A new campaign that year led to the seizure of several fortresses around Adrianople , but the Bulgarians retreated due to the defeat of their army by Andronicus III in Thrace.
The Byzantine emperor was preparing for the invasion of Bulgaria after he learned about the death of George, who apparently died of natural causes. George II Terter had no descendants. His successor was his distant relative, Michael III Shishman .
