Biography

In 1973 he graduated from Lipetsk State Technical University with a degree in metallurgical engineering. In 1966, he began working at the Novolipetsk Metallurgical Plant as an electrician in a communications workshop, then as a laboratory assistant-researcher in a factory laboratory. From 1973 to 1974 he served in the Soviet Army . From 1978 to 1984, he served as head of the refractory laboratory of the central laboratory, from 1984 to 1989 - deputy secretary of the party committee of the Novolipetsk Metallurgical Plant , from 1989 to 1998 - deputy general director for labor and personnel, HR director of NLMK OJSC [2] On October 28, 1998, he was elected Chairman of the Lipetsk City Council of Deputies [3] .

On October 13, 2002 he was elected, and on October 22, 2002, he assumed the post of head of the administration of the city of Lipetsk . On October 8, 2006, 69.39% of the vote was re-elected as the head of the administration of the city of Lipetsk. In 2011, he simultaneously participated in the election of the head of the administration of the city of Lipetsk and the deputies of the Lipetsk Regional Council of Deputies of the V convocation.
