Born in Elista . By nationality Kalmyk.
In 1984 he graduated from the F. E. Dzerzhinsky Kharkov Law Institute .
Since 1984, he was an investigator of the prosecutor's office, in 1985-1993 - a judge, then chairman of the city people's court of Elista. In 1994, he was elected to the State Duma, was a member of the Liberal Democratic Union December 12 deputy group and a member of the Committee on Legislation and Judicial Reform and the Committee on Nationalities. Since the beginning of 1995, lives and works in Moscow.
Since July 1997, he worked as the head of the legal department of the Federal Commission for the Securities Market (FCSM). In August 1998, he was appointed secretary of the Federal Commission for the Securities Market; in May 2002, he resigned from this post.
