The song focuses on the theme of war, it talks about soldiers who go to the battlefield too young. Here the concept of “dogs of war” ( English the dogs of war ) is parodied - “dogs” are just puppies , puppies . The song was written shortly after the Gulf War , and it addresses the issue of violence in the Middle East .
Compared to other Primus works, “Too Many Puppies” is a fairly simple, hard-rock-based song based on a guitar riff. It was planned to shoot a clip for the song, but after the group terminated the contract with Interscope Records, work on it was stopped. The video became a rarity until 2003, when it entered the collection Animals Should Not Try to Act Like People .
