Kuplevsky, Nikolai Osipovich

Nikolai Osipovich Kuplevsky (December 24, 1847 - c. 1917) - Russian lawyer, botanist, honored professor and rector of the Imperial Kharkov University (1901-1905).

Biography

Born in with. Voitovtsy, near the town of Pereyaslav, Poltava province , in the family of an officer. First educated in the 1st Kiev gymnasium, then was transferred to the Kursk gymnasium, which he did not finish. In 1866 he moved to Kharkov, entered the Kharkov University as a volunteer. A year later, having passed the final exam at the 3rd Kharkov gymnasium, he entered the 1st year of the Department of Natural Sciences of the Physics and Mathematics Faculty of Kharkov University. In 1871 he graduated from the university with a degree of candidate of natural sciences. In 1872 he was determined by the conservative of the botanical cabinet. In 1874-1877, he simultaneously taught history at the Kharkov Real School. After defending his dissertation, he began lecturing at Kharkov University. Since 1880 - Master of Botany. Then he was elected assistant professor of Novorossiysk University .

In May 1885 he defended his thesis for the degree of Doctor of Botany and was approved as an extraordinary professor . In January 1886 he was transferred to Kharkov University with the rank of full professor . I taught a course in botany. Most of the scientific work is devoted to the morphology of algae. He headed the botanical garden and the botanical office. In 1891–1894 - Secretary of the Faculty of Physics and Mathematics [1] . He held the position of full professor in the department of state law.

He published two dissertations: “Administrative Justice in Western Europe. I. Administrative justice in France ”(Kharkov, 1879 ) and “ The public service in theory and in current foreign law ” (Kharkov, 1888 ), as well as“ Russian state law ”(vol. I, Kharkov, 1894 ) and articles:“ State competitions in France ”(“ Herald of Europe ”, 1890 ),“ The principle of separation of powers in the structure of the modern state ”(“ Legal Herald ”, 1882 , No. 11 and 12),“ On the limits of obedience to illegal orders and actions of officials ”(there same, 1886 , No. 9) and others. The last article provoked the objection of I. G. Shcheglovitov and Kuplevsky’s answer in "Legal Bulletin" (1887, No. 5) [2] .

He was awarded the title of Honored Professor of Kharkov University (1902).

The first elected rector of Kharkov University (September 1905 - October 1906).

One of the founders of the All-Russian National Union (1908) [3] .

Founding member of the Russian Outskirts Society [4]

He was awarded the Order of St. Vladimir III degree; St. Anne, II degree; St. Stanislav II degree [1] .
