Ararat Dvovich also had a contribution in organizing the visit of Pope John Paul 11 ​​to Armenia in 2001, who visited Armenia to participate in the celebrations of the 1700th anniversary of the world's first adoption of Christianity as a state religion, as well as in 2016 the three-day visit of Pope Francis1 In his speech, he emphasized the merits of the head of the Ashots region during the earthquake and the creation and development of relations between Armenia and Italy and Armenia and the Vatican.

As the first governor of Shirak province (Marzpet), Ararat Gomtsyan solved social, interregional and international issues. This was the second active phase of the restoration work. Funds were used from both the state budget and international organizations and donors. Considering the importance of relations with the Southern Federal District (SFD) of the Russian Federation, it was decided to establish the Consulate General of Armenia in the SFD, in the city of Rostov. Given the organizational and diplomatic qualities of A. Gomtsyan, he was invited to be the first to head the Consulate General. He worked in this position from 2002 to 2016. During this period, the trade turnover between the RA and the SFD increased more than 10 times. The visits of presidents, prime ministers, ministers and governors of Armenia, return visits of governors of the Rostov region, Krasnodar and Stavropol regions, representatives of culture, businessmen were regularly organized. Over the years, the number of volunteers who expressed a desire to serve in the RA Armed Forces has increased. The number of applicants from the Southern Federal District who wished to enter the universities of Armenia dramatically increased. Direct, fruitful relations have been established between the universities of Armenia and the region, the Academy of Sciences of the Republic of Armenia and the Southern Scientific Center of the Russian Academy of Sciences (Rostov). Mutual visits were organized, joint projects were implemented. The Southern Scientific Center of the Russian Academy of Sciences organized an expedition to study the ecological state of Lake Sevan.

During the diplomatic work by A. Gomtsyan’s efforts, close spiritual, cultural and business ties were established between the Armenian communities of different regions of the Southern Federal District. Socio - political activity increased in such cities as Rostov, Krasnodar, Sochi, Stavropol, Kislovodsk, etc. The social and political life in the Armenian community intensified, the number of deputies of Armenian origin in the specified regions and cities increased.

In 2005, by means of Rostov Armenians, a monument was opened in Yerevan to the Cossacks' heroes who died during the Russian - Turkish war.

In 2015, a memorial to the 100th anniversary of the Armenian Genocide in the Ottoman Empire was opened in Rostov. This memorial is unique in that it was opened by permission of the city authorities, having passed all the instances provided for by law. There are many such examples.

Ararat Dvinovich is active in social, pedagogical, and scientific activities. He teaches at the Armenian Economic University, a professor at the Department of International Economic Relations, is an honorary professor at several universities of the Russian Federation.
