Fedor Efimovich Bykov ( 1741 - 1810 ) - Russian businessman and public figure, merchant, Perm city mayor . When Perm Viceroyalty and the provincial city of Perm were established in 1781 , Fedor Efimovich was one of the candidates for the post of the first mayor of Perm, but his rival Mikhail Abramovich Popov won. And Fedor Efimovich held the post of mayor in 1784 - 1787 and 1807 - 1808 . [1] [2] [3]
