“Graftio Engineer” is a feature film directed by Gennady Kazansky , shot at the Lenfilm film studio in 1979, telling about Henry Osipovich Graftio , a Soviet power engineer who built the first hydroelectric power plants in the USSR .

Story
1912 year. The crew with Heinrich Osipovich Graftio ( A. Papanov ) rushes through the streets of St. Petersburg, heading to the Society of Electric Lighting . There, he demands that the director of the Ulman Society ( S. Ivanov ) explain Ulman's purchase of land on the Volkhov River , where Graftio is to build the first hydroelectric power station in the Russian Empire by order of the government. Ulman replies that he is ready to spend millions, but not to allow the supply of electric energy to St. Petersburg, since it is simply not profitable for him.
1918 year. Winter. Bonfires are being burned in the streets of Petrograd. Smidovich (V. Markov), head of the Electrical Engineering Department of the Supreme Economic Council, comes to Graftio’s apartment and, on behalf of the Soviet government, invites Heinrich Osipovich to begin construction of a hydroelectric power station on the Volkhov River. He explains to Graftio that he is fulfilling the assignment of the Chairman of the Council of People's Commissars V.I. Ulyanov-Lenin .
On a snowy bank of the Volkhov River, a group of engineers led by Graftio inspect the land for construction. Commissar Nikitin ( G. Egorov ), heading Volkhovstroi, approaches them and reports that he convened residents of neighboring villages to a rally in honor of the construction of the first hydroelectric station. Graftio replies that they came here with technical intentions, not a rally. Despite the objections of Graftio, Nikitin still holds a rally with surprised frozen people.
Nikitin is unhappy with Graftio's attitude to work. He offers Smidovich to replace Graftio with another competent engineer, who, in his opinion, will not take time, but will finally build the Volkhov hydroelectric station . Smidovich is trying to explain to Nikitin that Graftio is the only engineer in Russia who can build such a complex hydroelectric power station, and offers to tolerate his difficult character for the sake of business. Vladimir Vasilyevich Nikitin returns with carpentry teams to the Volkhov and begins to build work huts.
For the construction requires competent engineers. In Petrograd, Graftio and Nikitin come to Ulman and offer the Electric Lighting Society to take on the organization of work on Volkhovstroy, but are refused. Young engineers - students of Graftio also refuse to participate in the construction. They are anti-Soviet and believe that the Bolsheviks use the name Graftio in the political game. Construction is delayed.
Graftio and Nikitin go to Moscow to the government to clarify the fate of Volkhovstroy. At a meeting with Krzyzhanowski, it turns out that the opinions of scientists were divided equally: one group led by Professor Zakharyin ( V. Chekmarev ) opposed the construction, another group led by academician Aleksandrov supported. Concluding the meeting, Krzyzhanowski ( V. Kozel ) reports that the final decision will be made at a meeting of the Council of People's Commissars. Graftio sends Nikitin to Volkhovstroy so that construction work does not stop, but he remains to speak at a meeting of the Council of People's Commissars.
July 15, 1918 V.I. Lenin signs a decree of the Council of People 's Commissars on the deployment of work at the Volkhov hydroelectric station. The film ends with footage from the newsreel of the construction and opening of the Volkhov hydroelectric power station.
