The Institute for Energy Studies of the Russian Academy of Sciences (INEI RAS) is a large scientific center engaged in basic and applied research on the scientific substantiation of energy policy and forecasting the development of energy in Russia , the CIS countries and world energy markets.

History
Date of foundation of the Institute: 07/01/1985
The Energy Research Institute was created to carry out fundamental research as part of the development and implementation of the country's energy policy. The first director of INEI of the USSR Academy of Sciences was the academician of the USSR Academy of Sciences Lev Aleksandrovich Melentyev .
Organizational
The Institute is headed by Corresponding Member of the Russian Academy of Sciences Sergey Petrovich Filippov .
The matrix principle of functioning prevails in the organizational structure of INEI, which provides flexibility in the interaction of scientific laboratories and employees of the Institute. Currently, 8 scientific departments can be distinguished:
- Laboratory for the study of the relationship between economics and energy
- Laboratory of scientific foundations of regulation and development of electric power and heat supply systems
- Laboratory of scientific fundamentals for improving energy consumption and energy conservation
- Laboratory for Energy Policy Development Methodology
- Laboratory for modeling the market for energy markets
- Laboratory of scientific foundations of regulation and development of the coal industry
- Laboratory of scientific foundations of regulation and development of gas and oil supply systems
- Center for the Study of World Energy Markets
In total, the Institute employs about 80 people, most of whom are highly qualified from graduates, candidates of economic and technical sciences, to doctors, corresponding members of the RAS.
Ongoing Research
The subject of the Institute's research is a wide range of problems in the development of the industrial sphere of energy (electric power, gas, oil, coal industry, etc.), increasing the efficiency of energy use and energy conservation, the formation of market relations in the energy sector with the solution of pricing, tax policy and legislation in this area , general issues of energy policy of the country, etc.
In accordance with the Charter, INEI RAS conducts work in the following areas:
- Patterns of energy development, theory and methods of its systemic research and forecasting
- Scientific foundations of energy policy and mechanisms for its implementation
- Rational areas and scope of energy conservation and mechanisms for implementing energy conservation policies, taking into account the environmental component
- Priorities of science and technology policy in the energy sector
- Rational mechanisms for regulating the development of energy in market conditions, including the fundamental provisions of legislation, pricing, tax and investment policies in the energy sector, organization (models) of energy markets
- Scientific basis for the development of electric power and heat power
- Scientific basis for the development of the coal industry
The Institute participates in the development of almost all conceptual state energy development programs and actively interacts with government bodies, large domestic and foreign companies and research organizations.
The main research tool of INEI is a constantly evolving complex of mathematical models based on a unique database and modern computer technologies.
World Energy Forecasts
Since 2012, the INEI RAS together with the Government Analytical Center (AC) annually publishes the "Forecast of the development of the energy industry in the world and Russia until 2040." These forecasts are compared with publications by the International Energy Agency (IEA) and the Energy Information Administration . [one]
