Vladimir Dmitrievich Kossinsky (Kosinsky) (September 6 ( 18 ), 1830 - January 22 ( February 3 ), 1889 ) - Russian general, participant in the Russian-Turkish war of 1877-1878.

Biography

Vladimir Kossinsky came from the nobles of the Poltava province , was brought up in the 2nd Cadet Corps , on May 29, 1849 he was promoted to ensign with the appointment of the Lithuanian Regiment in the Life Guards . In April 1854, Kossinsky wished to transfer to the army operating against the English-French and was transferred to the Mogilev Infantry Regiment with renaming as captains.

From May 1 to August 27, 1855, he was in the Sevastopol garrison ; on May 14 he was greatly shell-shocked at the 4th bastion; for distinction he was awarded the Order of St. Anne of the 3rd degree). At the end of hostilities, Kossinsky was again transferred to the guard; in 1861 he was the clerk of the Highest Institutional Committee to determine the allowance of the army; these works served as the basis for the compilation of "Notes on the alleged transformation of the current troop food system" (St. Petersburg, 1866). Then Kossinsky was appointed assistant concession clerk for improvements in the military, in March 1863, assistant ruler of affairs of a special committee on the organization and formation of troops. In April 1867, Kossinsky was appointed clerk of the office of the Minister of War, and at the same time was a member of the commission for the formation of officer assemblies, the organization of military libraries and the commission for the revision of regulations on military service.

On April 17, 1870, he was promoted to major general (seniority from January 1, 1872). In 1872, Kossinsky was appointed chairman of the commission appointed to examine military correctional companies; during 1873 and 1874 he was the chairman of a special commission for reviewing the facilities of the Medical and Surgical Academy and at the same time was a member of the commission for reviewing the rules on the procedure for submission to awards and the commission for developing rules regarding the appointment of lifting and travel allowances to people on business trips abroad, as well as in the commission for distribution benefits. After declaring war in Turkey in 1877, he was appointed inspector of the hospitals of the army in European Turkey. He participated in the reflection of the Turks on Shipka Pass and was awarded the orders of St. Vladimir of the 2nd degree with swords and St. 2nd degree Anna with swords.

Having contracted typhus, Kossinsky was forced to return to Petersburg . Having recovered from his illness, he was appointed a member of the Main Military Hospital Committee, in 1880 he examined hospitals and hospitals in the Caucasus , in 1881 he took an active part in organizing a military convoy, in 1882 in the development of regulations on district and corps departments, in 1883 was chairman of the commission to consider the method of maintaining the Caucasian mineral waters and determine new conditions for the use of sick military ranks. May 15, 1883 promoted to lieutenant general.

Since 1869, V. D. Kossinsky was a member of the committee for the construction of the Sevastopol Museum and was its treasurer, as well as one of the main managers. He wrote the poems "Sevastopol Epics" (St. Petersburg, 1867; 2nd additional edition: St. Petersburg, 1874), in which he outlined episodes of combat life in 1855; printed his articles on various special military issues in military periodicals; especially important is his work, drawn up on behalf of the Minister of War - "A systematic collection of orders for the military department and the circulars of the General Staff" (St. Petersburg, 1887) [2] .

Vladimir Dmitrievich Kossinsky died in the city of St. Petersburg and was buried in the Nikolsky cemetery of the Alexander Nevsky Lavra [3] .
