History

Initially, P.E. Osipenko Street was called Mezhevaya Street, since it ran along the border of land tenure of Lieutenant General , 3rd Commander of the Taganrog Fortress Ivan Petrovich Kasparov and industrialist, one of the founders of the Taganrog tannery Ivan Amvrosiyevich Skaramanga [1] . These districts of the city, built up from the end of the 19th century as the workers' houses of the metallurgical and tanneries , were called Kasperovka [2] and Skaramangovka [2] [3] .

The street was bounded from the east by the so-called “Column” district , where the families of the Belgian engineers of the metallurgical plant lived in cottages built especially for them in 1896 . The cottages were not preserved; in the 1970s and 80s, in their place, five-storied and nine-storied apartment houses for the workers of a metallurgical plant were built.

In the 1920s, Mezhevaya Street for a short time bore the name of the red commander Rudolf Sivers , whose “ Socialist Army ” occupied Taganrog in 1918 [4] .

On December 30, 1926, at the beginning of the street, the monument “In Memory of the Revolution of 1905” was solemnly opened [5] . On it was a memorial plaque with the text: “A memorial plaque in memory of the battles of the Taganrog proletariat with the counterrevolution in Taganrog on January 30 (17), 1918” [5] . This board was removed by the authorities during the occupation of Taganrog ( 1941 - 1943 ). After the liberation of the city, a new plaque was installed, but with a text about the events of 1905 [5] .

The square near the metallurgical plant on the street named after P.E. Osipenko, between Zavodskaya Ulitsa and Parkov Lane, is a historical monument and is listed in the state register of cultural heritage objects as "The place of collision of metallurgical and boiler plants with the police" [6] . The status of a historical monument was appointed to the public garden by the decision of the Rostov Regional Council of People's Deputies "On admission to the state protection of historical and cultural monuments in the Rostov Region" No. 301 of November 18, 1992.

In the first floor of the house number 51 from 1967 until the end of the 1990s, there was a museum of the history of the Taganrog Metallurgical Plant [7] .

The name of the director of the Taganrog Metallurgical Plant , Hero of Socialist Labor Pavel Efimovich Osipenko Street was named in December 1998 [8] . At the beginning of the street, a memorial plaque was installed on the wall of apartment building No. 53 in honor of P. E. Osipenko [8] [9] .

The former Palace of Culture and Technology named after V.I. Lenin (intersection of P.E. Osipenko and Zavodskaya St.), the Palace of Sports of a metallurgical plant , a square and sports grounds between the street and the Metallurg Stadium , apartment buildings are located on the street named after P. The destruction of the square

In 2002 , after a protracted conflict of large shareholders, the Taganrog Metallurgical Plant fell to new owners [14] [15] . They got the main production facilities. At the same time, many social facilities , including the Palace of Culture , the Palace of Sports, the Sadko Pool and others located on Zavodskaya Street, remained in the ownership of the old owners [13] . Later it turned out that the land on which these objects are located is also their property.

In 2015, the cutting of trees in the park around the Palace of Sports began . On the site of the destroyed trees were built several commercial buildings. In one of these buildings, in front of the Monument to the Perished Metallurgists , there was a supermarket of the Pyaterochka trading network [9] .

In the spring of 2017, the park square between Osipenko Street, Parkov Lane and the alley of the Palace of Culture was fenced, trees were cut down, preparatory work for large-scale construction was started.
