Matochkin, Yuri Semenovich

Yuri Semyonovich Matochkin ( October 18, 1931 - July 6, 2006 ) - scientist, economist, politician, Head of the Administration of the Kaliningrad Region in 1991 - 1996 , member of the Federation Council of the Federal Assembly of the Russian Federation in 1993 - 1996 .

Biography

Born in a Russian family in the village of Simskoye, Iglinsky district, Bashkir Autonomous Soviet Socialist Republic. In 1955 he graduated from the Leningrad Higher Naval Border School of the Ministry of Internal Affairs of the USSR and served as commander of a boat in the Border Guards, first the Ministry of Internal Affairs of the USSR , and then in the Border Guards of the KGB under the Council of Ministers of the USSR .

After the reduction of the USSR Armed Forces by 1.2 million people, he switched to the civilian fleet. In 1960 - 1973 he held positions from navigator to chief officer and captain on the vessels of the USSR Ministry of Fisheries. He was the captain- director of the transport refrigerator "Surf".

In 1973, he was elected chairman of the board of the large fishing collective farm “For the Motherland” in the village of Vzmorye, Kaliningrad Region , engaged in fishing in the Atlantic Ocean . In parallel with the production activities, he studies in graduate school , is engaged in scientific activities.

In 1977, he was appointed rector of the All-Union Institute for Advanced Studies of leading employees and specialists of the fishing industry and fisheries. Becomes a doctor of economic sciences , professor , leads the Institute until 1990 .

On March 18, 1990 he became a People’s Deputy of the RSFSR , and on September 25, 1991, by the Decree of the President of the RSFSR, he was appointed head of the Kaliningrad Region Administration [1] .

Under the leadership of Yu. S. Matochkin, the Law on the Yantar Free Economic Zone was created, which allowed the region to exist after it became part of Russia, separated from the main part by the territory of Lithuania and Belarus .

In 1996, he lost the election for the post of governor of the Kaliningrad region Leonid Gorbenko . He worked as vice president of Reftransflot JSC ( Kaliningrad ), taught at the university , and for some time was chairman of the regional organization of the Russian United Social Democratic Party [2] . Until March 2006, he was a deputy of the Kaliningrad Regional Duma of the 3rd convocation.

Suddenly died in his apartment in Svetlogorsk on July 6, 2006 [3] .

In memory of him, a new street [4] was named in Kaliningrad in the Selma microdistrict, a monument was erected on the grave [5] . A memorial plaque was opened on the house in which Yu. S. Matochkin resided [6] .
