Education

He graduated from the Economics Department of Leningrad State University (1987), worked as an assistant in the Department of Political Economy of the Leningrad Technological Institute.

Political Activities

In 1989-1991 he was a People’s Deputy of the USSR (the youngest of all then elected People’s Deputies), was elected from the Kolpino constituency of the city of Leningrad No. 52. He spoke in the election program, proposing to cancel directive planning, establish tight state control over prices and to preserve an exceptional measure of punishment for the economic crimes of our mafia. ” He was a member of the Committees of the Supreme Council of the USSR on Legislation and Economic Reform, and Chairman of the Subcommittee on Legal Support of Economic Reform.

In 1994-1998, he was a deputy of the Legislative Assembly of St. Petersburg from constituency No. 49, and was chairman of the financial commission.

In May 1996, he was a candidate for governor of St. Petersburg, received 0.3% of the vote. In 1998, he unsuccessfully ran for the Legislative Assembly of St. Petersburg of the second convocation.

Litigation

On November 6, 1996, he was arrested on charges of involvement in a kidnapping and indecent assault against a minor (youth). In December 1997 he was found guilty of attempted rape (since the victim was more than 14 years old, the charge of depraved acts was not included in the sentence) and sentenced to two years in prison (his assistant Vyacheslav Terekhin, who was undergoing the same case, received 5 years in prison freedom). Released by amnesty.

Seeking to cancel the verdict, he said that investigators from the prosecutor’s office extorted a bribe from him for ending the criminal case, and also stole 22 thousand dollars from him. After that, new charges were brought against him - in libel and knowingly false denunciation.

He again appeared in court as an accused and in January 2001 was found guilty of complicity in the abduction, as well as defamation and false denunciation, and was sentenced to three years in prison, but was again released under an amnesty. The charge of attempted rape has not been proven.

In July 2001, the city court of St. Petersburg examined the cassation appeal of Levashev. He was convicted only of complicity in the abduction, sentenced to 2 years in prison and amnestied.

In March 2006, the city court of St. Petersburg decided to dismiss the criminal case on charges of defamation and false denunciation of law enforcement officers.
