Biography

Born May 17, 1950 in Baku . Russian.

Father - Rogov Ivan Grigoryevich, now deceased, was a military man, an engineer-geologist. Mother - Tagiltseva Valentina Stepanovna, now deceased, was a teacher.

He graduated from the Faculty of Law of the Kazakh State University named after S. M. Kirov (1973), lawyer.

Doctor of Law.

Theme of the doctoral dissertation "Problems of the fight against economic crime (criminal law and criminological research)" ( 1991 ). Professor (since 1994 ).

Academician of the Academy of Social Sciences of the Republic of Kazakhstan (since 2001 ).

He speaks Kazakh and German (conversational) languages.

From 1967 to 1968 - the machine operator of the Alma-Ata woodworking plant.

Since 1973, he has been an investigator at the Auezov District Department of the Interior of the city of Alma-Ata.

Since 1975 - Assistant, Senior Lecturer, Deputy Dean, Associate Professor of the Law Faculty of S. M. Kirov Kazakh State University.

Since 1990 - consultant, senior referent, head of the law enforcement sector of the state-legal department of the Office of the President and the Cabinet of Ministers of the Republic of Kazakhstan.

Since 1992 - Deputy Chairman of the Constitutional Court of the Republic of Kazakhstan .

Since 1995 - Assistant to the President of the Republic of Kazakhstan.

Since 1997 - Advisor to the President of the Republic of Kazakhstan.

Since 2000 - Minister of Justice of the Republic of Kazakhstan.

Since 2002 - Deputy Head of the Presidential Executive Office of the Republic of Kazakhstan - Head of the State Legal Department of the Republic of Kazakhstan.
