A native of Kharkov , where he graduated and the university. From 1855 to 1859, he served as a censor and, by his rational attitude towards these duties, contributed to the free expression of opinions in the newly revived journalism, especially in the Russian Herald , then still liberal. In 1865 he was elected the first chairman of the district council in the Yamburg district and in the same year the first chairman of the district council of the St. Petersburg province; he was removed from his last post by the Highest order on January 17, 1867 , on the closing day, also by the Highest order, of the St. Petersburg provincial assembly. Together with Count Uvarov and V.K. Della Vos participated in the construction of the first long line of the Moscow horse trail [1] . Later he was a member of the council of the noble land bank. He put articles in the Russian Herald (early years), in the Herald of Europe (on territorial issues), in Russian Antiquity , in the St. Petersburg Gazette (edited by V.F. Korsch ), and others.
