History

Name Origin

There are at least three versions:

  • According to the website of the People’s Encyclopedia of Russian Cities, the name comes from the nickname Yarets, which is repeatedly found in documents of the 15th - 16th centuries , and the surname "Yartsev" is now also distributed in the Smolensk region.
  • The second version that the village was located on the banks of the Vop river near the Yar (steep bank, cliff); hence the Yartsevo.

First mention

The starting point of the history of the city is August 2, 1610 . It was a period of Troubles . After the overthrow of Vasily Shuisky, there was no Russian Tsar. In 1610, the Polish king Sigismund III granted the Smolensk nobleman Timofei Shusherin the village of Yartsovo. This letter of merit is the first written mention of Yartsev [4] .

By decision of the Yartsevo District Council of Deputies dated September 30, 2009 No. 101, adopted on the basis of materials from the State Archive of the Smolensk Region and the State Archive of Ancient Acts ( Moscow ), August 2, 1610 is considered the date of the first written mention of Yartsev as a settlement, from which It is necessary to keep a calendar of the history of the city of Yartsevo [5] .

In 1779, Yartsevo (Yartsevo) was mentioned in the "Geometric plan of the Dukhovschinsky district with all the city territories lying inside it, with state and state lands, with indications in it of each village with separation of city and special from other boundaries." The village of Yartsovo then consisted of 17 courtyards, with a population of 136 people.

This is part of the 1913 map, which shows 2 villages called Yartsevo . Which of them is mentioned in 1610? In 1869, the Central Statistical Committee of the Ministry of the Interior published the book “List of settlements. Smolensk province ”, according to the data of 1859, in which 2 villages of Yartsova are indicated in the Dukhovschinsky district.

Yartsevo at the turn of the 19th — 20th centuries

He gained fame from the middle of the XIX century as an industrial village of the Dukhovschinsky district of the Smolensk province , in which the Khludov textile factory was located. Life was given to the new industrial center by the merchant Alexei Khludov , who founded a textile factory here in 1873 . He equipped it with the latest English equipment, the installation of which was carried out by numerous English specialists (at that time even one of the streets was called Anglitskaya). Khludov, by the way, was the first of the Russian merchants to organize a goods office in Britain in the city of Liverpool .

In 1880, one of the largest strikes in Russia took place in Yartsevo (see the Khludov Strikes ).

In 1926, Yartsev was given the status of a city [3] .

Years of World War II

During World War II, German troops stayed here for 2 months. In 1941, a fierce battle unfolded on the banks of the Vop River. The atrocities of the Nazis were residents of local villages. Many Yartsevtsi heroically fought on the fronts. Yartsevo was one of the first cities recaptured from Germany. This happened on July 19, 1941 by the forces of the 19th Army - part of the forces of the 38th Rifle Division (Colonel Kirillov, Maxim Gavrilovich ) and 44th Rifle Corps (divisional officer Yushkevich, Vasily Alexandrovich ).
Then he was again captured, changed hands, until he was finally occupied by the Germans on October 5, 1941 . Released on September 16, 1943 . Units of the 31 army participated in the liberation.
During the German occupation, a prisoner of war camp was located in the city [6] .
By order of the Supreme Commander-in-Chief from 1943, the honorary name "Yartsevsky" was assigned:

  • 82nd Infantry Division ;
  • 274th Infantry Division ;
  • 359th Infantry Division ;

In honor of the liberation of the city in Moscow, salute was given by 12 artillery volleys of 124 guns. [7] After the liberation of Yartsev from German invaders, only 4,000 people lived in the city. Thus, during the years of World War II, the population of the city decreased by 11 times [8] .

Yartsevo in the 1970s and 1980s

In the 1970s, the city was declared an All-Union shock construction site . Specialists from all over the country come here to build the largest diesel engine plant in Europe. Despite the fact that the plans for the full-fledged activity of the new industrial enterprise were not realized, Yartsevo inherited a huge industrial zone, on which many enterprises are developing their activities today. The multi-storey residential district Pionerny with 9 and 16-storey houses, designed for a population of 30 thousand people, has grown.

The cultural life of the city developed rapidly. To the 40th anniversary of the Victory in the Great Patriotic War of 1941-1945. in Yartsevo, several monuments were discovered. The author of the monuments on the Vopi River and Victory Square is a member of the Union of Artists, sculptor Anatoly Ivanovich Chibisov.

Yartsevo in the 1990s

The 1990s for Yartsev is a time of industrial decline. Many enterprises closed. The city-forming enterprises - the Yartsevo Cotton Mill and the Dvigatel plant - were on the verge of bankruptcy.

Under Yeltsin there was a rapid development of trade. Hundreds of new stores were opened, over 1000 entrepreneurs were registered. The outflow of labor to Moscow on shift. According to unofficial data, about 20,000 people regularly go to work in Moscow. With the general decline in agriculture, farming is developing.

Improving life has occurred in recent years. This is due to the development of industry and the construction of the Foundry and Rolling Plant in Moscow on the site of the Engine plant. However, trips to work on shifts to the capital are still very popular, since so far at most new enterprises wages are not comparable with Moscow.

Yartsevo these days

The development of the industrial potential of the city. At the moment, Yartsevo remains the most investment-attractive city in the Smolensk region [9] . Already, investors from the most diverse republics and countries have launched their activities in the region. Enterprises of metallurgy, engineering, logging and woodworking industries complement the overall picture of economic development. For the first time in 10 years, housing construction has begun. However, the figures periodically voiced at conferences (on population growth, the construction of new modern housing, the rapid development of industry) about plans for the future, many seem overstated and unrealistic. So, the population of Yartsev continues to decline: as of 2013, 46 970 people live in the city.

Power and Politics

In 1991, Viktor Vasilievich Vuymin became the 1st "democratic" mayor (head of the Yartsevo district). In 1997, after the expiration of his term of office, the district council of deputies elected a new head - the representative of the Communist Party of the Russian Federation, Yury Viktorovich Romanovsky. Yu. V. Romanovsky worked for almost the full term - until 2000, when he left "of his own free will." The mayor was Yuri Mikhailovich Mochalov. He stayed in this post for a little over a year - on November 16, 2001 he died in a car accident. The leapfrog with the mayors continued. In 2002, the city was led by Viktor Nikolayevich Shchegolev. In the same year, after the election of a new governor of the Smolensk region, Shchegolev left his post. The mayor was Yuri Vasilyevich Pankov, already the 5th head of the administration for the recent history of Yartsev. But after 2 years, he also left "on his own." On June 23, 2004, the city was headed by Vladimir Galkin, who was also elected by the deputy corps. However, in 2004, amendments were made to the Charter, according to which the head is elected in the popular elections. Thus, elections were held on December 24, 2004. Galkin defeated them. But in connection with the reform of local self-government and dividing the single municipality - Yartsevo district - into 13 separate ones (Yartsevo district, the city of Yartsevo and 11 rural settlements), in 2005 elections were held for the head of the city of Yartsevo and the heads of all 11 rural settlements. They were nominated by V.A. Galkin and won. Thus, until 2011 V. Galkin was both the mayor of the city and the head of the Yartsevsky district. In 2010, amendments were adopted to the charter of the city, now the head of the city is elected by deputies from his composition, and the head of the administration is appointed by contract. From June 2, 2010 to January 28, 2013, the head of the district administration was Alexander Petrakov.

In 2013, the city administration was liquidated, its powers were delegated to the district administration. During the existence of the city administration (2006–2013), 3 heads of the city administration were replaced: Vladimir Galkin (2006–2011), Maxim Serkov (2012), Yuri Pankov (2012–2013).

From March 21, 2013 to February 20, 2015, the head of the district administration (combined with the city administration) was Yuri Pankov (for the second time, the first time in 2002-2004).

Since April 3, 2015, Vladimir Makarov has been the head of the administration of the Yartsevo District.
