101st kilometer

“One hundred and first kilometer” is an unofficial term denoting a method of restriction of rights that was applied in the USSR to certain categories of citizens. They were forbidden to settle within the 100-kilometer zone around Moscow , Leningrad , the capitals of the Union republics ( Kiev , Minsk, and so on), other large, as well as “closed” cities ( Sevastopol , Dnepropetrovsk ).

During the years of political repression, members of families of the repressed under Art. 58 of the Criminal Code of the RSFSR. Later, such expulsions were mainly carried out for non-working citizens ( parasites ), dissidents , repeat offenders [1] and convicted under especially grave articles of the Criminal Code of the RSFSR.

In the Republic of Belarus, when holding large-scale mass and sports events (world championships, Independence Day , etc.), especially with a large number of foreign guests, the so-called “sweep” is unofficially used in Minsk and other cities. At different times, as a rule, two or one week before the event, opposition activists are detained. They are charged with standard administrative offenses, for the subsequent, by a court decision, serving time in temporary detention facilities . The term of such a sentence is almost the same as the date of mass events [2] . In addition, at the same time, the forced sending of citizens to medical labor dispensaries (LTP) is becoming more frequent. At the same time, forcible departure there, it is enough only to be noticed three times by law enforcement officials while drinking alcohol, including low-alcohol drinks, such as beer .
