Biography
Born on June 5, 1939 in Pyatigorsk, Stavropol Territory . He graduated from the Saratov Law Institute named after D. I. Kursky in 1963 , graduate school of this institute in 1967 , doctor of legal sciences, professor; full member of the Academy of Social Sciences; in 1956-1959 he worked as a turner of the Vinogradn MTS of the North Ossetian Autonomous Soviet Socialist Republic, then an instructor of mountain tourism in the North Caucasian excursion department in Pyatigorsk; after graduation, he worked as an investigator in the police of the cities of Pyatigorsk and Zheleznovodsk; 1965-1982 - assistant, teacher, associate professor, head of the state law department of the Saratov Law Institute; 1982-1991 - Professor, Dean, Head of the Department of State Building and Law, Vice-Rector for Research, Saratov Higher School of Economics (Volga Social and Political Institute); 1991-1993 - Professor, Department of Constitutional Law, Saratov Law Institute; In 1993 and 1995, he was elected as a deputy of the State Duma of the Federal Assembly of the Russian Federation of the first and second convocations, was a member of the Communist Party faction, a member of the Committee on Legislation and Judicial and Legal Reform, a deputy of the Parliamentary Assembly of the Union of Belarus and Russia, a member of the Commission of the Interparliamentary Assembly of CIS Member States for legal issues; since 1993 - member of the CEC; since 1995 - member of the Central Committee of the Communist Party ; On May 22, 1998, as a result of a secret ballot, the State Duma appointed him the Commissioner for Human Rights in the Russian Federation; Honored Lawyer of the Russian Federation; published over 200 scientific papers (monographs, articles, chapters in textbooks) on the problems of constitutional law, the theory of state and law, political science, among them the monographs “The Mechanism of the Soviet Constitution,” “The Right to Defend,” “Citizen of Russia. After being appointed Commissioner for Human Rights, he publicly announced his readiness to cooperate with well-known human rights defenders S. Kovalev, V. Borshchev, Yu. Rybakov, especially for whom O. Mironov intends to create an expert council under the Commissioner. In 2002, the General Assembly of the European Ombudsman Institute O. O. Mironov was the first human rights defender of the states of the former Soviet Union to be elected a member of the board of directors of the European Ombudsman Institute.
