The main scientific papers relate to astrometry . He compiled the first Soviet fundamental catalog of right ascents , which contained not only positions, but also the proper motions of stars , determined from an analysis of a 100-year-old series of right ascents obtained on a large Pulkovo transit instrument . He studied the systematic errors of fundamental systems and the development of new constructions of tools for determining the position of stars. He took an active part in the creation of a fundamental catalog of weak stars and in the absolute definitions of the right ascents of the stars of the Southern Hemisphere, which were held in Chile .
In 1967 - 1970 he was president of Commission No. 8 "Positional Astronomy" of the International Astronomical Union .
The minor planet is named after Nemiro ( 4228 Nemiro ), discovered by G. A. Plugin and Yu. A. Belyaev on July 25, 1968 in Cerro El Roble, Chile .
