In 1925 he graduated from Leningrad University , then studied at the graduate school of the Pulkovo Observatory . Since 1929 he worked at the Pulkovo Observatory (since 1934 - professor , head of the laboratory of the astrophysical sector).
Arrested on May 11, 1937 in the so-called "Pulkovo case" . Sentenced to 5 years in prison. While serving his sentence in the Mariinsky ITL of the Krasnoyarsk Territory, he was sentenced to be shot by a NKVD troika . Rehabilitated in 1956 .
The main scientific works are devoted to solar physics - the study of the rotation of the Sun, the determination of the height of floccules , the study of the nature of prominences and the structure of the chromosphere . He proposed a new index of the far ultraviolet radiation of the Sun , responsible for the ionization of the upper layers of the Earth's atmosphere . He performed a large number of observations in order to obtain long rows of this index. He laid the foundation for the systematic research of the Sun both in the Pulkovo Observatory and in the USSR . In 1931 he took the initiative to organize the service of the Sun in the USSR, after the creation of this service in 1932 he headed it. He took part in the creation of the first solar observing instruments in the USSR, in particular, a double spectroheliograph and a large solar telescope . He was one of the main organizers of the observations of the total solar eclipse of 1936 , a member of the expedition to Sweden to observe the solar eclipse in 1927 . He was engaged in the study of variable stars , meteor showers , Mars during the great confrontation of 1924 . He investigated the parallax and the proper motion of the star of Barnard . In 1931-1932 , together with A.N. Deutsch, he measured and processed images of selected Kaptein sites in order to study the proper motions of stars.
Perepelkin named Crater Perepelkin on the Moon , as well as a crater on Mars .
