Lobanov Protocol - Yamagata ( Japanese 山 縣 ・ ロ バ ノ フ 協定 Yamagata-Robanofu Kyo: tei ) - a document that consolidated the positions of Russia and Japan on the Korean issue, which was signed in St. Petersburg on May 28 ( June 9 ), 1896, by the Minister of Foreign Affairs of Russia A. B. Lobanov-Rostovsky and the representative of Japan A. Yamagata .

The signing of the protocol was due to the fact that Russia and other powers were unhappy with Japan’s control over Korea, which intensified significantly after the defeat of China in the Sino-Japanese War . [one]
The protocol summed up the Russo-Japanese negotiations after the assassination of the Korean queen by the Japanese agents in October 1895 and the king’s flight to the Russian mission building. [2] Both sides agreed on the return of the king. The document provided, if necessary, joint Russian-Japanese assistance to Korea in obtaining foreign loans, as well as consultations between Russia and Japan on all issues that may arise in the future in Korea.
In 1898, it was supplemented by the Nishi-Rosen Protocol .
