The IX Congress of the Russian Communist Party (Bolsheviks) was held on March 29 - April 5, 1920 in Moscow . The decision to convene it and the agenda was taken at the plenum of the Central Committee on January 31 .
The congress was attended by 553 delegates with a decisive vote and 162 with an advisory, representing 611978 party members [1] . The composition of the delegates to the congress:

The congress was opened and closed by V.I. Lenin .
Before starting a minute of silence, the memory of the dead P.K. Sternberg , V.N. Podbelsky , V. A. Baryshnikov , S. P. Voskov and F. I. Kalinin was honored.
The congress took place in conditions of a temporary peaceful respite, when the Soviet Republic defeated the main forces of foreign military interventionists and internal counter-revolution. However, this respite was soon interrupted by the advance of the troops of Wrangel and Poland .
Lenin made a speech at the opening of the congress, with a report on the political activities of the Central Committee of the party, a closing speech on the report, speeches on economic construction, cooperation, during the election of the Central Committee and at the closing of the congress. In the report, he summarized the experience of more than two years of activity of the Soviet state, gave an analysis of the international and domestic situation of the country, highlighted the party’s foreign policy, defined the tasks of economic construction, emphasizing the extremely important importance of a single economic plan, the basis of which should be the electrification of the country. In substantiating the objective possibility of the peaceful coexistence of a socialist republic with capitalist states, he pointed out that "... peace, from the point of view of the world historical scale ... is, of course, possible" [2] .
The congress approved the activities of the Central Committee of the RCP (B.).
The central point of the agenda of the congress was the question of economic construction, the transition from struggle on the military front to struggle on the labor front, against devastation, for the restoration and development of the national economy. In the resolution "On the Immediate Tasks of Economic Construction", the congress, noting the upsurge in labor in the country, at the same time indicated that these were only the first steps, that for serious success it was necessary to transfer the experience of the advanced layers of the working class to the broad masses of working people in the city and village. “The main condition for the economic revival of the country,” the resolution says, “is the steady implementation of a single economic plan designed for the near historical era” [3] . The main place in the economic plan was occupied by the electrification of the country, which Lenin put forward as a great program of socialist construction. The directives of the congress formed the basis of the GOELRO plan , which was finally developed and approved in December 1920 by the 8th All-Russian Congress of Soviets.
The congress called on workers to further develop labor competition, which is a powerful force for raising labor productivity.
The group of "democratic centralism" (" decists ") led by T. V. Sapronov , N. Osinsky , V. Maksimovsky , V. M. Smirnov opposed the majority of the party on industrial management and other issues at the congress. In their theses, “ decists ” spoke out against unity of command in the management of industry, against the widespread use of old specialists, against unity of command in public administration. They were supported by individual trade union workers ( M.P. Tomsky and others) and some business leaders ( A.I. Rykov and others).
The congress rejected all the proposals of the "decists" and spoke out in favor of introducing unity of command. “The main task in organizing management,” the resolution said, “is to create a competent, firm, energetic leadership, whether it is a separate enterprise, or an entire industry” [4] .
In the decisions of the congress, attention was drawn to the need for training new leading cadres of workers. The congress paid much attention to improving the work of the railway transport. A special appeal was adopted to party organizations, which pointed to the very difficult state of transport and proposed to comply with the directive of the Central Committee of the RCP (b) on the allocation of 5,000 communists to work in transport in order to mobilize. A decision was made to mobilize 10% of the delegates to the congress for transport. The congress also decided to create a food fund of several hundred million pounds; distribute it in the form of food bases in the main areas of industry concentration; to subordinate the food distribution policy to the tasks of reviving industry and transport (providing food in the first place to the most important industrial enterprises and transport) [5] .
At the congress, the role of the trade unions, their relationship with the Soviet state and the RCP (b), the forms of their participation in economic construction were clearly defined. It was emphasized that in the era of the dictatorship of the proletariat, the trade unions are faced mainly with tasks in the field of organizational, economic and educational. The decision on cooperation proposed strengthening party leadership in cooperative bodies.
The congress decided to organize communications between the economic commissariats ( Supreme Economic Council , People 's Commissariat of Food , Narcomput and Narkomzem ) in order to ensure complete unity in the implementation of the business plan.
The resolution "On the organizational issue" pointed out the need to focus the party and all its organizations on issues of economic construction.
In the conditions of a peaceful respite, a decision was made to switch to the police system of the country's armed forces, but this was not possible due to the outbreak of war with Poland.
The congress decided to publish the complete works of V.I. Lenin.
