In 1952, its production was transferred to the Pavlovsky Bus Plant , where it was produced under the name PAZ-651 [1] . The first 5 buses were assembled on August 5, 1952.
Since 1953, the Riga Automobile Repair Plant No. 2 (RARZ, the future RAF ) also joined the production of GZA-651 under the brand RARZ-651 . The simplicity of the wooden structure allowed many car repair companies to establish their own production of GAZ-651 buses (sometimes different from the Gorky version) from GAZ-51 and GAZ-51A trucks.
Since 1957, the all-metal version of the PAZ-651A went into the series. On the basis of the GZA-651, PAZ designers created a whole family of special vans:
- PAZ-651V (sanitary),
- PAZ-657 (bread van),
- PAZ-659 (car shop),
- PAZ-659B (epidemiological laboratory),
- PAZ-661 (van for clothes),
- PAZ-661B (cargo van),
- PAZ-654 (staff),
- PAZ-655 (collector).
Since January 1958, the production of the PAZ-651A bus simultaneously began at the Kurgan Bus Plant under the index KavZ-651A . Production at the PAZ continued until 1961 . From 1971 to 1973, a modification of KavZ-651B was produced in Kurgan, the only difference of which was the presence of a heater in the cabin.
On the basis of the GAZ-63 car, an off - road bus KavZ-663 was produced.

External differences between models
GZA-651 differed from most of the PAZ and KavZ buses and directly from the GAZ-51 truck with a rounded streamlined radiator grill and a "nosed" hood.
A characteristic difference between the cars produced until 1956 (based on the GAZ-51 chassis) was the presence of rectangular direction indicators (the same as on the Pobeda ), located on the sides of the front wall of the body under the windshield.
Some cars, including most export series, were equipped with front and rear chrome bumpers and headlight rims.

Monument
The KavZ-651 bus is installed as a monument in the urban village of Zelva ( Republic of Belarus ) and in the Russian cities of Shadrinsk and Iskitim .
