Biography

Born in the family of a small nobleman in the city of Rivne Volyn province . In 1883, Nosovich entered the Institute of Civil Engineers . In 1889, he graduated from the institute with the title of engineer with the right to the rank of 10th grade and on February 17, 1890 he was appointed junior architect of the construction department under the administration of the Amur governor general. It is known that for the creation of the triumphal arches and decorations of Khabarovsk at the arrival of Emperor Alexander III, Nosovich was promoted to titular adviser and awarded a memorable gift.

November 6, 1893 Nosovich was sent to the Semipalatinsk region by an architect. In 1896, for his long service, he was awarded a silver medal for wearing on his chest on the Andreev ribbon. Since 1897, on the appointment of the steppe governor-general, he was the head of the irrigation of the Semirechensk region , where he carried out preliminary surveys and calculations for a number of irrigation systems.

Already an experienced architect, Nosovich received an offer to serve in Barnaul , where he moved in 1899 . At the beginning of his activity, he exercises gratuitous supervision of the construction of the People’s House, built in Barnaul according to the project of architect Ropet . In addition, he is actively engaged in the design and construction of public buildings, does not leave competitive work.

 
Plan "Garden City"

In 1908, the Catholic community filed an application for the construction of a Catholic church, and in 1909, with the permission of the City Council on Moskovsky Prospekt, construction of the church began on the project of Nosovich. He was the most prominent representative of the "neo-style era", manifested in the cult architecture of Barnaul at the turn of the XIX and XX centuries .

After the February Revolution of 1917, he ran for the vowels of the Barnaul City Council, a member of the Society of Garden Cities. In 1919, he served as the provincial architect.

I.F. Nosovich created a draft plan of the garden city in the northern part of Barnaul. The garden city occupied an area of ​​about 9 hectares and had a round square in the center. Six radius boulevards departed from the square, one of which overlooked the railway station. The idea was not realized. The city authorities were not able to finance this interesting venture. But even today in the center of Barnaul you can see the layout of the garden city laid down by the architect. The central square of the garden city has become the modern October Square . The modern Stroiteley Avenue today leads to the railway station, 6 boulevards diverge in different directions from the central square: Lenin Avenue, Kalinina Avenue , Sovetskaya Street, Stroiteley Avenue. In a wooden residential development near the park of the Melange Plant , the layout features of the garden city are still preserved.

In 1929, the architect left Altai, he left for Krakow . The further fate of I.F. Nosovich is unknown.
