Administration Management

Initially, the republic had two governing bodies — the provincial executive committee (created January 1 (14), 1918) and the Council of People's Commissars (created January 8 (21), 1918). The chairman of the executive committee was Social Revolutionary G. I. Meshcheryakov, and the Council of People's Commissars was headed by the Bolshevik A. A. Ponomarev. The executive committee published the newspaper “Labor Power”, and the Council of People's Commissar enforced the decrees of the Soviet government.

On April 28, 1918, the Social Revolutionaries created the “Military Revolutionary Committee” in Stavropol and arrested A. A. Ponomarev and others. However, the action of the Social Revolutionaries was suppressed, the arrested were released. On May 9-14, 1918, an extraordinary provincial congress of Soviets took place, which elected a new executive committee, the majority of whose members were Bolsheviks, and A. Deineko was elected chairman. All functions of the Council of People's Commissars were transferred to the congress of the new provincial executive committee, which ruled the republic until July 5-7, 1918, when the 1st Congress of Soviets of the North Caucasus decided to join the Stavropol Soviet Republic in the North Caucasian Soviet Republic of the RSFSR .
