The flag of St. Petersburg is the official symbol of the city of federal significance of St. Petersburg , denoting its constitutional and legal status, the unity of the inhabitants of St. Petersburg, the cultural heritage of St. Petersburg. Adopted on June 8, 1992 [1] , nine months after the corresponding decision [3] was issued, and entered into the State Heraldic Register of the Russian Federation with the assignment of registration number 49.

Description
The flag of St. Petersburg is a rectangular panel of red color , in the center of which there are two inverted white anchors - sea and river, laid out crosswise, and on them is a golden scepter with a double-headed eagle .
The ratio of the width of the flag to its length - 2: 3.
The color image of the cloth is transmitted by a mixture of red lead and cinnabar (the first one prevails), the graphic image is transmitted by vertical lines.
All details of the scepter are depicted in yellow, all details of the anchors are shown in white (with the use of light gray shadows).
The reverse side of the flag of St. Petersburg is a mirror image of its front side.
Legal status of the modern flag
On January 14, 1998, the Charter of St. Petersburg was adopted, according to paragraph 3 of Article 6 of which “The flag of St. Petersburg is a rectangular red cloth, in the center are two inverted white anchors, sea and river, laid with a cross, and a yellow scepter on them. The ratio of the width of the flag to its length - 1: 2. " At the same time, the 1992 regulation approved by the St. Petersburg City Council was not amended; According to clause 2 of the provision, the aspect ratio of the flag was 1: 1.5 (ie, 2: 3).
The Law of St. Petersburg dated May 13, 2003 No. 165-23 “On the detailed description of the official symbols of St. Petersburg and the procedure for their use” [5] , confirmed the flag in a ratio of 2: 3 and according to Article 22 of this law, the change establishing the ratio the width of the flag of St. Petersburg to its length - 2: 3, shall enter into force after the amendment to Art. 6 of the Charter of St. Petersburg.
October 22, 2004 by the Law of St. Petersburg No. 499-73 “On Amendments to the Charter of St. Petersburg” [6] , which entered into force on November 9, 2004 (ten days after its official publication in the St. Petersburg Gazette, No. 208, 10.29.2004), Article 6 clause 5 of the Charter of St. Petersburg was amended accordingly:
| 5. A detailed description of the coat of arms of St. Petersburg, the flag of St. Petersburg, as well as the anthem of St. Petersburg and the procedure for their use are established by the law of St. Petersburg.[7] |
Thus, despite the fact that Article 6, paragraph 3 of the Charter of St. Petersburg, indicated the proportion of the flag 1: 2, according to Article 6, paragraph 5, the official flag of St. Petersburg is a flag with a ratio of 2: 3.
December 26, 2012 was adopted, and on January 18, 2013, the Law of St. Petersburg dated January 18, 2013 No. 733-3 “On Amending the Charter of St. Petersburg” was signed, by which the existing contradiction was finally eliminated. New clause 3 of Article 6 states that [8] :
