Hamadoun Touré ( French Hamadoun Touré , born September 3, 1953 [1] , Mali ) - Malian engineer, Secretary General of the International Telecommunication Union (ITU), a UN specialized agency for information and communications technology, from January 2007 to December 2014 . Since 2007, he worked on the ITU's Connect the World initiative and contributed to the achievement of the Millennium Development Goals . In 2010, Toure was re-elected for a second four-year term [2] .

Actively facilitated ITU's Connect the World series of events, the first of which, Connect Africa, was held in Kigali , Rwanda in 2007. Thanks to the Connect Africa Summit, $ 55 billion of announced investments were collected related to the improvement of African telecommunication infrastructure over seven years [3] . In 2008-2009, $ 22 billion was invested in ICT infrastructure, mainly in mobile communications.
Touré served as Deputy Co-Chair , organized by ITU and UNESCO in May 2010; The commission was co-chaired by the President of Rwanda, Paul Kagame, and the Honorary Life Chairman of Grupo Carso, Carlos Slim Elu [4] .
