At the beginning of the reign, he allocated his uncle Chen-shi a large portion of Qu- wo (曲沃), with the capital of the same name. Moreover, the capital of Qu-wo was larger than the capital of the kingdom of Jin. The reasons for this generosity are unknown; in fact, a situation has arisen when another state arose within the kingdom of Jin. This led to pessimistic predictions regarding the future kingdom of Jin:
Troubles in Jin will arise in Qu-wo. When the top is more than the foundation, and besides, it has captured the hearts of the people, what can be expected, except for the troubles! (Translation by Vyatkin R.V.)
In 739 BC e. Zhao-hou was assassinated by his dignitary Pan-fu (潘 父), who then invited Cheng-shi to take the throne. He expressed his readiness, but the population of the capital of the kingdom of Jin prevented this by killing Pan-fu and placing on the throne the son of Zhao-hou - Xiao-hou .
