Members

Participating countries were determined based on UCI Continental Circuits ratings for U-23 racers, UCI Continental Circuits regardless of age, and UCI Under 23 Nations' Cup . Route

The start and finish was located in Harrogate , and the track itself represented a 14-kilometer circle through the city of Harrogate in the district of North Yorkshire , which took place once. The circular track profile was technical and had a slightly hilly profile with three lifts. The first was Otley Road (1,600 meters long, with an average gradient of 3.4%), whose peak was 11.8 km from the finish line. Then there was a relative direct descent and the second ascent of Pot Bank (Pot length) began (length 600 meters, average gradient 3.5%) 7.4 km to the finish line. The third ascent of Harlow Moor (1,200 meters long, average gradient of 5.2%) was located 6 km from the finish line. The last kilometer at first included three sharp turns over a distance of 400 meters, after which a finish line of 600 meters in length began to rise (a gradient of 4% in the first 100 meters).

The total length of the route was 14 kilometers.
