Biography

He was born on March 9, 1939 in Tashauz (Turkmen SSR) in the family of Balysh Ovezovich Ovezov - the former first secretary of the Central Committee of the Communist Party (16 (29) .12.1915 - 01.10.1975).

In 1962 he graduated from the Moscow Technical University. Bauman , faculty "Instrument Engineering", and in 1970 - graduate school at the Central Research Institute of Complex Automation, Moscow, Ph.D., ACS. Diploma of Doctor of Technical Sciences, issued by the Higher Attestation Commission of the USSR in 1992 , professor at the Department of Computer Engineering since 1992 . The author of more than 200 printed scientific works, including 6 monographs.

After graduate school he lived and worked in Moscow, then he was invited to Turkmenistan to the post of head of the department of science and technology of the State Planning Commission of the TSSR. In 1990, he became rector of the Turkmen Polytechnic Institute, where he founded the Faculty of Technical Cybernetics and the Department of Computer Technologies and Systems, created a computer version and software of the new Turkmen alphabet in Latin. Under his leadership, many young graduates were graduated. Subsequently, he was appointed 1st Deputy Minister of Higher Education of Turkmenistan and was elected deputy of the Supreme Council and the Mejlis of Turkmenistan.

He was one of the developers of the multi-purpose program for computer education of youth of Turkmenistan, introduced computer technology in universities and other educational institutions of Turkmenistan. He was also involved in the development of automated control systems in the oil refining industry, the creation of automated information management systems at the republican level. Developed training courses in the field of information technology. In 2001 - 2005 he worked in the framework of the Federal target program "Development of a unified educational information environment" of the Russian Federation, in the section "Research work in the main areas of education informatization".

He was awarded the Gayrat Medal (Courage). Inherited from his father decency, developed thinking, respect for people, integrity and independence of judgment. He enjoyed authority and support among scientists.

He had an international family (wife - Russian, Muscovite), three children.

Died June 16, 2007 in Moscow. He was buried in the Khovansky cemetery.

Career

After graduating from graduate school until 1978, he worked at the Research Institute of the Ministry of Apparatus of the USSR (Moscow).

1978 - 1982 - Head of the Department of Science and Technology of the State Planning Commission of the TSSR.

1982 - 1984 - Vice-Rector of the Turkmen Institute of National Economy in Ashgabat .

Since 1984 - the first deputy. Minister of Higher Education of the TSSR.

Since 1988 - Rector of the Turkmen State Pedagogical Institute in the city of Turkmenabat (now Chardzhou ).

1990 - Rector of the Turkmen Polytechnic Institute (Ashgabat).

1990 - 1992 Deputy of the Supreme Council of the TSSR.

In 1994, he was appointed deputy chairman of the Cabinet of Ministers for Science, Education and Medicine, but soon he resigned and was appointed director of the Institute of Mathematics and Computer Technology of the Academy of Sciences of Turkmenistan and head of the Department of Computer Technology and Systems of the Turkmen Polytechnic Institute. Despite the purposeful struggle of Niyazov with science and the survival of specialists, until the last he tried to promote the development and restoration of science in Turkmenistan.

In 2001 , due to persecution by the “Bashist” regime, he was forced to emigrate to Moscow, where he continued to engage in science in the system of the Ministry of Education and Science of Russia .

2001 - 2004 - Deputy Director of the State Research Institute of Information Technologies and Telecommunications "Informika".

Since 2004 - Deputy. Director of the Federal State Institution "State Research Institute for Information Educational Technologies" (Federal State Institution "Gosinformobr"), Moscow.
