Blinky
Blinkies are small electronic devices that emit very bright (usually blinking) light using LEDs and small batteries. They are often used at nightly social events along with fireworks - for example, Independence Day, Canada Day or Guy Fawkes Night . They are also popular at raves , New Year's parties, and nightly sporting events.
There is no industry standard or official name for the blinks, but the most common variations use some combination of the terms “flash”, “magnet”, “strobe”, “body”, “flicker”, “light” and / or “decoration”.

Incidents
In early 2007, in Boston, there was a case of an explosive device reported by a guerrilla marketing campaign. An advertising firm working for Cartoon Network to promote the Aqua Teen Hunger Force animated television show network hired two artists to create artwork for an advertising campaign. Artists placed LED signs in different places in ten cities. However, Boston was the only city that responded by closing bridges and introducing bomb squads to remove the LEDs. Most of the light shields were removed, and the artists were arrested [9] [10] . Cartoon Network CEO Jim Samples resigned as a result of the incident.
