Dmitry Ivanovich Kuleba ( Ukrainian: Dmitro Ivanovich Kuleba ; born April 19, 1981 , Sumy ) is a Ukrainian diplomat and communicator [1] . Permanent Representative of Ukraine to the Council of Europe [2] . Since August 29, 2019 - Vice Prime Minister of Ukraine for European and Euro-Atlantic Integration [3] .

Biography
He graduated from the Institute of International Relations of Taras Shevchenko National University of Kyiv , majoring in International Law (2003). PhD in Law [4] . He speaks English [5] .
Since 2003 - Attache of the Service of the Chief Legal Advisor to the Ministry of Foreign Affairs of Ukraine [6] .
2004-2005 - PhD student, Department of International Law, Institute of International Relations, Taras Shevchenko National University of Kyiv [6] .
In 2005 - the third secretary of the legal support department of the Ministry of Foreign Affairs of Ukraine [6] .
2005-2009 - third, second secretary of the Permanent Mission of Ukraine to international organizations in Vienna (on OSCE issues) [6] .
2010-2012 - First Secretary, Advisor, Head of Division, Department of the Secretariat of the Minister of Foreign Affairs of Ukraine [7] .
In 2013 - Advisor to the Deputy Prime Minister of Ukraine Konstantin Grishchenko on humanitarian issues [7] .
Since 2013, he heads the UART Cultural Diplomacy Fund [7] .
In June 2014, he returned to work at the Ministry of Foreign Affairs at the invitation of Minister Pavel Klimkin as ambassador on special missions on strategic communications. He was engaged in the creation of strategic communications of the Ministry of Foreign Affairs of Ukraine, the implementation of the Ministry of modern communications technologies and the formation of public diplomacy of Ukraine [7] .
April 9, 2016 - appointed Permanent Representative of Ukraine to the Council of Europe [8] .
On March 1, 2019, at the Art Arsenal, he presented his book “The War for Reality: How to Win in the World of Fakes, Truths and Communities”, where he shared his thoughts on how to hold the information defense and win in a communicative war [9] .
Since August 29, 2019 - Vice Prime Minister of Ukraine for European and Euro-Atlantic Integration in the government of Goncharuk .

In December 2017, he was recognized as the best Ukrainian ambassador abroad according to a survey by the Institute of World Politics , which was attended by about 70 experts [11] .
