Statistics

The green spaces of Balti and its suburbs, together with the water surface, occupy about 18% of the city territory (according to 2005 data ) when the Balti Master Plan 2005 was adopted. By 2005, there were about 13 m² of plantations in three Balti gardens per 1 inhabitant of the city. The total area of ​​green spaces in the main gardens of Balti gardens exceeds 13,504 ha, to which is added the area of ​​1 natural park (by the city lake), 1 park (by the river canal), 1 garden (except for the main three gardens), 5 squares , 1 boulevard and 378 greened streets. Geography

Applicable Law

In accordance with the law of the Republic of Moldova Nr. 591 dated September 23, 1999 on green spaces of urban and rural settlements, the term garden refers to green spaces with an area of ​​3 to 20 hectares, which are used for daily recreation and entertainment of residents of adjacent zones, including areas occupied by decorative wood, shrub, flower and grass plants . In accordance with this law, the three main gardens of Balti are also colloquially called parks: the Mariinsky Garden , the Central Garden and Victory Garden , which are also colloquially called parks.

Also, the 2005 Balti General Urban Plan includes numerous green areas, namely various public gardens and the Rowing Canal Park.

Land Code of the Republic of Moldova

  Article 58. Land for recreational purposes
    Lands intended for recreational purposes are lands intended and used for recreation and tourism.  These include plots of land on which holiday homes, boarding houses, sanatoriums, campsites, tourist camps, tourist and health camps, children's tourist stations, parks and camps are located, educational and tourist trails, marked trails are laid.
    On these lands prohibited activities that impede their intended use.
    The procedure for the use of such lands is determined by local public authorities and nature protection bodies.
  Article 59. Lands of historical and cultural purpose
    Lands occupied by historical and cultural purposes are lands occupied by historical and cultural reserves, memorial parks, burials, archaeological and architectural monuments, and architectural and landscape complexes.
    On these lands, any activity contrary to their intended purpose is limited.
  Article 72. Change of purpose of especially valuable lands
    Changing the purpose of especially valuable forestry lands, areas occupied by national parks, reserves, monuments, archaeological and historical complexes is prohibited.

  3rd article (Submission of documents for obtaining a city-planning certificate for design) 
  (1) A town-planning certificate for design (Appendix 1) is developed and issued on the basis of an application stating the location of the property / plot, with the following documents attached to it in the original and copies:
 ...
   f) [Art. 3 part (1), par. f) was introduced by the Law of the Republic of 62 of 04.04.13, MO91 / 20.04.13, Art. 288] a draft design agreed with the National Council for Historical Monuments under the Ministry of Culture - in case of interference in monuments of history, art and architecture or in development zones included in the List of Monuments of the Republic of Moldova, protected by the state;

 6th article (Contents of the urban planning certificate for design) 
    (1) A town planning certificate for design shall contain requirements and elements characterizing:
     a) the legal regime of the property / plot regarding:
    - location of the site within the boundaries of the settlement or beyond;
    - ownership rights to the property / plot and easements burdening it;
    - extracts from the documentation on urban planning and the arrangement of the territory or the relevant regulations that establish a special regime for the property / plot (protected areas, temporary or permanent construction prohibitions, zones declared as zones of public interest, architectural monuments, etc.);
    - The status of the monument attached to the property or building zone in which design is required.
 Section 12 (Conditions for the issuance of a building permit) (1) A building permit (Appendix 3) shall be issued on the basis of an application stating the location of the property / plot, up to 10 business days from the date of its registration.  The following documents are attached to the application: ... b) a city-planning certificate for design;  ... g) [Art. 12 h. (1), par. conclusions on the working draft - in the case of designing interventions in monuments of history, art and architecture or in development zones included in the List of Monuments of the Republic of Moldova protected by the state; 

The current situation of park culture in Balti

The post-Soviet era of independent Moldova is characteristic of parks, gardens and the north by the continuation of the degradation of silviculture, the disappearance of the historical plans of parks, in particular the historical designed symmetrical footpaths that blocked numerous restaurants.

More than 6 hectares of all Balti parks are, bypassing a public tender, owned by private owners of entertainment venues, [6] despite the fact that the budget of the Balti City Hall receives insignificant amounts per month for renting space.
