Biography
Born on October 10, 1944 in the Pechora district of the Pskov region of the RSFSR.

- In 1984 he graduated from the Tallinn Polytechnic Institute with a degree in Economics and Organization of Mechanical Engineering,
- in 1993 he graduated from the St. Petersburg Institute of Management with a degree in State and Municipal Administration,
- in 2001 he graduated from Moscow State Social University with a degree in Law.

- 1962-1963 - docker- mechanic in the port of Tallinn ;
- 1964 - rebar in the trust "Tallinstroy" ;
- 1964-1967 - military service in the Soviet army ( Latvia , missile forces );
- 1968-1980 - electrician in the sulfuric acid workshop of the Maardu chemical plant , service in the Soviet army ( Karakum , Tallinn Engine factory ), head of the personnel department of the Maardu chemical plant;
- 1980-1986 - Director of the Kohtla-Järve Combine for Utilities; Head of the Department of Municipal Economy of Kohtla-Järve;
- 1986-1988 - Head of the social services complex of the Novotalli port , chairman of the trade union committee of the Novotalli port;
- 1988-1993 - Chairman of the Maardu Executive Committee , Chairman of the Maardu City Council;
- 1993-1996 - Executive Director of JSC Vudink ( Est. AS Vudink );
- 1996-2013, 2015 - Mayor of the city of Maardu;
- since 2000 - member of the International Association of Mayors of the Northern Cities of the World, then its Vice President;
- Member of the Union of Cities of the Baltic Sea; Member of the Union of Cities of the County of Harju County ; Member of the Union of Cities of Estonia.
He was a member of the CPSU [10] .
In June 1998, the efforts of G.V. Bystrov and S.I. Steklov (subsequently the long-time elder of the Maardu parish ) in Maardu built the only Orthodox church in the city - the Church of the Archangel Michael [8] [12] . Money for the temple was allocated by residents and entrepreneurs of the city, as well as the Moscow government represented by the then mayor Yu. M. Luzhkov and his team [11] [13] .
Over the years of work of G. V. Bystrov, the mayor from a gray industrial appendage of Tallinn to Maardu has turned into a well-groomed and flourishing independent city [5] . Active work was carried out on the improvement and landscaping of the city, the renovation of city communications, kindergartens and schools, the leisure center, sports facilities; new bus routes opened linking Maardu with Tallinn; The traditions of holding the famous Maardu holidays were laid down and constantly developed: Shrovetide , Autumn and Spring Fairs , City Day, Knowledge Day. The permanent Maardu mayor was often compared with Yuri Luzhkov [14] .
According to people who worked with Georgy Bystrov, he had his own leadership style, which at first seemed Soviet , but in fact very individual. He was an honest and principled leader, knew how to listen to and hear the interlocutor, make the right decisions even in difficult situations, implement them consistently, and most importantly - in each case, boldly assumed full responsibility for the decisions made. George Bystrov did not recognize the little things, every aspect of city life was equally important to him. [5]
In 2004, the Socio-Political Forum on nominating a single candidate from the Russian-speaking population of Estonia for elections to the European Parliament elected G. Bystrov as a candidate for the European Parliament [15] . In the election, he scored 6183 votes. He promised that, being elected, he would petition for Russian to obtain official status in the European Union . [3]
In the 2007 elections to the Riigikogu , he ran for the first number from the Constitutional Party and, gaining 848 votes, did not enter the Estonian parliament [3] .
In 2009, he headed the list of candidates for the European Parliament from the United Left Party of Estonia [16] .
In 2010, he was elected representative of the Baltic countries on the International Council of Russian Compatriots [3] [17] .
In 2011, he ran for the Riigikogu as the first number on the list of the People’s Union from the 2nd constituency (Tallinn districts of Kesklinn , Lasnamäe and Pirita ) and was not elected with 204 votes [3] .
In the last years of his life - Honorary Chairman of the United Left Party of Estonia [9] .
At a meeting of the City Council of Maardu on January 27, 2015, deputies expressed a complete vote of confidence to the current Chairman of the City Assembly, Georgy Bystrov, electing him mayor of the city [18] .
The last unfulfilled dream of G. V. Bystrov was the construction of a house of culture and a beautiful leisure park in Maardu [5] [11] . He also wanted to build a kindergarten , a sports complex, an elementary school in the Muuga microdistrict and a modern beach area on Lake Maardu [10] [19] in the city. Muuga Kindergarten was built by the fall of 2018 [20] .
Suddenly died on October 15, 2015 at a business meeting in Tallinn [4] . He was buried at the Pärnamäe cemetery in Tallinn. [21]
On July 17, 2017, a monument to G.V. Bystrov (author - Alexander Litvinov) was inaugurated in the Kellamäe park in the city of Maardu [22] .

Hobbies
In his youth, he was engaged in classical wrestling and weightlifting . My favorite pastime was fishing . I went to the mountains with climbers , the last time - to the Italian Alps in 2010. [10]

In 2004, the Tallinn official Ivo Parbus published a book about G. Bystrov, "Georgi Bõstrov - vene poliitik Eestis" (with the Est. "George Bystrov - Russian Politician in Estonia") [23] .
