Chairman of the All-Russian Central Executive Committee - the highest state position in the RSFSR at the head of the All-Russian Central Executive Committee , from 1917 to 1938 [1] . It was established in June 1917 during the First All-Russian Congress of Soviets of Workers 'and Soldiers' Deputies . After the deposition of the Provisional Government and the transfer of supreme power to the Soviets, on November 9 ( 22 ), 1917 , it nominally became the highest state post.
